Job summary

World Meteorological Organization seeks a consultant to support the Maldives NFCS development under the GCF-funded TRACT project. The role focuses on governance, stakeholder engagement, and costed action planning, delivering a full NFCS document and validation reports.

Responsibilities include stakeholder consultations, governance structuring, and ensuring alignment with WMO NFCS guidelines, with a goal to launch the NFCS and support national authorities.

Qualifications

• Advanced university degree in a relevant field (meteorology, environmental/social sciences, etc.).
• At least 8 years of experience in the development and management of climate services.
• Strong coordination and stakeholder engagement skills.
• Native or excellent command of English (written and spoken).

Responsibilities

• Assess the institutional capacities, roles, and gaps of Maldives agencies involved in climate services and early warning information.
• Assess capacities and needs of stakeholders to access and apply climate information for planning decisions.
• Review existing coordination mechanisms and governance to strengthen cross-agency information flows.
• Develop NFCS governance and coordination structure and stakeholder engagement mechanisms.
• Draft the NFCS technical document per WMO guidance (vision, objectives, scope, principles, arrangements).
• Prepare a costed action plan for NFCS implementation with timelines and responsibilities.
• Support stakeholder consultations (virtual/in-person) for validation and inputs.
• Revise and finalize the NFCS and costed plan for national validation and submission to authorities and WMO.
• Engage in the launch of the NFCS.
