Job summary

The World Meteorological Organization (WMO) seeks an independent, comprehensive assessment of its institutional readiness for GCF accreditation and AF reaccreditation. The assignment will identify gaps, risks, and practical actions to strengthen fiduciary, governance, ESS, and gender frameworks.

The consultant will deliver inception, gap analysis, and final consolidated reports, with an indicative roadmap and stakeholder consultations, over a 45-day engagement within a 3-month period, including

Qualifications

Advanced degree in law, international finance, public policy or related field.
Minimum seven years in climate finance, development finance, or legal/compliance work.
Fluency in English and ability to liaise with multiple stakeholders.

Responsibilities

Review accreditation frameworks of GCF and AF including fiduciary, legal, governance, ESS, and gender requirements.
Conduct gap analyses comparing WMO frameworks against fund requirements.
Identify compliance gaps, risks, and recommend practical actions and roadmap.
Prepare inception, framework review, gap analysis, and final consolidated reports with stakeholder consultations.
