Job summary

UNICEF invites a PCHP Framework and Process Harmonization Consultant for a Geneva-based role, with home-based arrangements. The consultancy focuses on developing a consolidated PCHP framework, harmonizing guidance and tools, and enabling country-level testing across UNICEF sectors.

You will collaborate across divisions to integrate AAP principles into humanitarian policies and strengthen capacity for standby partners, ensuring alignment with CRITAS values and safeguarding standards.

Qualifications

• Minimum 10 years of relevant professional experience in humanitarian programming or related areas.
• Experience developing or consolidating technical guidance, tools or capacity-building resources.
• Proven experience operationalizing global frameworks and policies at regional or country level.
• Experience supporting country-level testing, pilots or implementation processes.
• Experience working with UNICEF or familiarity with UNICEF humanitarian programmes.

Responsibilities

• Prepare an inception report outlining methodology, questions, stakeholder plan, workplan, timeline and deliverables.
• Finalize the PCHP Framework through an inter-divisional process.
• Harmonize PCHP guidance, tools and capacity-building resources, identifying gaps and simplifications.
• Develop a consolidated PCHP global package, integrating related products without duplication.
• Support country-level testing of new or amended PCHP guidelines and tools.
• Integrate AAP and PCHP principles into UNICEF policies and procedures, including emergency and anticipatory action guidance.
• Create sectoral examples of practical AAP implementation for all UNICEF sectors.
• Strengthen capacity and deployment arrangements for AAP and PCHP with standardized profiles and training materials.
