Job summary

UNICEF is seeking a remote Consultant to finalize and harmonize the PCHP Framework and related processes. The assignment focuses on consolidating guidance, tools, and capacity-building resources to create a global, user-friendly package.

Qualifications

• Minimum 10 years of relevant humanitarian experience.
• Experience developing or consolidating technical guidance, tools, or capacity-building materials.
• Proven experience operationalizing global frameworks or policies at regional/country level.
• Experience with UNICEF humanitarian programmes.
• Strong analytical, facilitation, coordination, and technical writing skills.
• Ability to coordinate cross-divisional processes and engage a broad range of stakeholders.
• Knowledge of UNICEF humanitarian architecture, CCCs, and people-centered approaches.

Responsibilities

• Prepare an inception report detailing the methodology, questions, stakeholder engagement plan, workplan, timeline, risks, and mitigations.
• Support the finalization of the PCHP Framework through an inter-divisional, participative process.
• Consolidate and harmonize existing PCHP-related guidance, tools, and capacity-building resources to reduce duplication and gaps.
• Develop a consolidated, user-friendly PCHP global package, integrating PM&E products without duplication.
• Support country-level testing of new or amended PCHP guidelines and tools.
• Support integration of AAP and PCHP principles into UNICEF humanitarian policies and procedures.
• Develop sectoral examples of practical AAP implementation for the AAP Handbook.
• Strengthen capacity and deployment arrangements for AAP and PCHP via profile development and training materials.
