Job summary

ABOUT THE ROLE

Reporting to the Program Manager Service Quality and Implementation is responsible for providing technical leadership and support to continuously improve and monitor water quality and treatment process performance. Supports regulatory compliance by organizing, sampling, collecting, and managing results and liaising with external partners. Plans and conducts laboratory analysis and supports the branch in implementation of new treatment processes and process improvements. Leads pilot projects, and gathers, and analyzes data related to treatment processes. Coordinates and/or supports water quality and treatment research projects in collaboration with outside agencies. provides scoping info for procurements as needed Maintains the Regional water quality database and assists management with preparation of budgets for water quality and process related projects on an annual basis.

WHAT YOU'LL BE DOING
  • Provides quality control on data and transfers water and wastewater quality data to Branch staff, municipalities, ministries, and project teams, as required.
  • Assists in developing standards and policies for treatment processes as it relates to data collection and management for the branch.
  • Coordinates regulatory sample program with laboratories and reviews water data for quality control.
  • Identifies, initiates, scopes, and oversees water quality and treatment processes related projects and initiatives.
  • Participates in and coordinates activities that contribute to the Region’s sustainable management of surface water and groundwater including monitoring water quality from Peel and Toronto.
  • Liaises with staff for regulatory and process sampling program support.
  • Liaises with, develops, and maintains strong partnerships with a variety of outside agencies and stakeholders.
  • Responds to stakeholder/customer enquiries directly and/or resolves complaints, verbally or in writing, concerning projects or operating related issues; escalates unresolved issues to management, as required.
  • Liaises with internal branch and cross-department staff to provide data for compliance programs and others, as required.
WHAT WE'RE LOOKING FOR
  • Successful completion of a three (3) year Community College Diploma in Environmental or Applied Science Technology.
  • Minimum three (3) years’ experience in a municipal water industry including direct experience in the operations and maintenance of a municipal water and wastewater treatment and distribution/collection system.
  • Must have or be able to obtain a Water Quality Analyst Certificate and/or Ontario Operator Certificate in Water Treatment, within six months of appointment.
  • Knowledge of the Ontario Safe Drinking Water Act, Ontario Water Resources Act, Ontario Regulation 170/03, Drinking Water Systems, Ontario Drinking Water Quality Standards, Regulation 169/03, and other applicable legislation pertaining to the municipal water industry.
  • Knowledge of advanced chemistry analytical methods, geology, and hydrogeology principles, well construction and operations, environmental sampling methodologies, laboratory methods, groundwater servicing, municipal water supply operating procedures and quality standards.
  • Ability to travel to off site locations in a timely and efficient manner, as required.
  • Ability to work outside regular business hours, as required.
