Qulliq Energy Corporation (QEC) is entrusted with providing safe and reliable power to customers across Nunavut. QEC is the sole energy provider in the territory and operates 25 stand-alone diesel power generation facilities and distribution systems across the territory.

Vice President, Operations and Engineering (QEC-25-023)

Iqaluit, Nunavut

QEC is seeking a Vice President, Operations and Engineering. Reporting to the President and CEO, the Vice President (VP), Operations and Engineering, collaborates with the President and CEO and Senior Management team to set the strategic vision for the corporation and develops the long-term and short-term plans required to deliver all operating, financial, and customer service-level performance objectives. The VP provides strategic leadership to the Operations and Engineering departments with the responsibility for supporting the delivery of the corporate plan and all operational and financial performance targets. As an influential spokesperson for the corporation, they help shape the corporation's reputation and the regulatory and operating environment. A key aspect of this position is its core focus on people management, leadership development, and employee support.

This position is located in Iqaluit, Nunavut. As a key leadership role, this position is required to physically be in territory.

Duties and Responsibilities:

  • Supports the President and CEO in assessing risk, and on intergovernmental, regulatory, and other issues.
  • Champions the corporate vision of providing the communities of Nunavut with safe, reliable, sustainable, and economical energy supply and service.
  • Advises the CEO, Senior Management team, Board of Directors, and government officials; participates on internal/external committees, as required.
  • Responsible for the execution of QEC's strategic and capital planning, project management, asset management, and facilities management functions.
  • Participates in setting priorities and objectives and contributes to the preparation of the departmental business plan and budget for submission to the Financial Management Board.
  • Manages capital and other projects, provides oversight over contract award, purchasing decisions, and technical and project management-related decisions.
  • Implements best practices in project management, including cost control and performance measurements for all project development, program, and service delivery activities of QEC while ensuring they are consistent with QEC's goals and objectives.
  • Develops a results-oriented team to service QEC and its customers, implementing annual goals with direct reports and monitoring their results through performance management.
  • Builds collaborative working relationships with other levels of government, Government of Nunavut departments, community leaders, and private sector stakeholders.
  • Keeps up to date on issues and opportunities in the utility sector and develops strategies, accordingly, including analyzing the effectiveness of alternative energy sources.
  • Provides leadership in the creation and promotion of a safety-first culture throughout QEC.
  • Supports and contributes to Inuit Employment Planning (IEP) throughout the corporation
  • Partners closely with Senior Management and Human Resources teams to champion organizational leadership initiatives, fostering a culture of collaboration, engagement, employee development, and retention.

Required Qualifications Include:

  • Bachelor's degree in engineering, Energy /Utilities/ Business Management, or a similar field.
  • Professional designation or master's degree in a relevant field is an asset.
  • Ten years of progressive experience in an operations role within the utilities industry, five years of which must be in a senior management or executive role; working within the public sector is an asset.
  • Several years of proven supervisory experience with superior skills in leadership, problem solving, conflict resolution, negotiation, facilitation, and communication.
  • Experience working with boards of directors and internal and external stakeholders.
  • Experience with community engagement, capital planning, project management, and developing business case proposals, budgets, and other forecasts.
  • A combination of related education and work experience may be considered.
  • A satisfactory Criminal Record Check is required as this is a Position of Trust.

We offer a competitive salary range of $207,962.93 to $259,923.93 and a northern living allowance of $16,008.00 per annum. We also offer a comprehensive benefits package, including a defined-benefit pension program. In addition, subsidized staff housing is available for this position. This position is not included in the Nunavut Employee's Union.

Preference will be given to Nunavut Inuit.
