Vice President, Financial Planning and Analysis

IO’s Finance, Technology, and Lending Enterprise Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately.

Position Purpose:

We are seeking a strategic and forward-thinking Vice President, Financial Planning & Analysis to lead Infrastructure Ontario’s (IO) enterprise-wide budgeting, forecasting, and treasury functions. This role is instrumental in delivering insightful financial analysis, driving operational efficiency, and supporting executive decision-making through data-informed strategies. The successful candidate will also lead the implementation of a modern planning and forecasting technology platform and contribute to the transformation of IO’s financial systems.

What You Will Do:

  • Influence and coordinate the development of IO’s annual budget and business planning processes, ensuring alignment with strategic priorities and compliance with internal and external requirements.
  • Lead the quarterly forecasting process, delivering meaningful insights and performance analysis to executive leadership and the Ministry of Infrastructure.
  • Manage the implementation of a new FP&A technology platform, overseeing the full project lifecycle from requirements gathering to post-deployment optimization.
  • Oversee IO’s Treasury function, including financial risk assessment, investment strategies, and compliance reporting.
  • Develop and mentor a high-performing finance team, fostering a culture of continuous improvement and professional growth.
  • Collaborate on special assignments and financial system integrations that impact FP&A, reporting, and treasury functions.

What We Are Looking For

  • Extensive experience in financial planning, forecasting, expense management, and treasury operations.
  • Demonstrated success in leading FP&A functions and implementing financial systems and process redesigns.
  • Proven ability to manage complex projects and drive enterprise-wide transformation.
  • Strong strategic thinking, analytical capabilities, and business acumen.
  • Effective communicator and collaborator with executive and cross-functional teams.
  • Relevant professional learnings in finance, accounting, or business strategy.
  • CPA and/or MBA are considered assets.
