Job description

Pacific Northern Gas Ltd. (PNG), a subsidiary of TriSummit Utilities Inc., owns and operates natural gas transmission and distribution systems in British Columbia’s lower Peace River, west central, and north coast regions. PNG’s western transmission line extends from the Enbridge gas transmission system north of Prince George along the Highway 16 and Highway 37 south corridors to Terrace and then onto the port communities of Kitimat and Prince Rupert, providing transportation and gas services to twelve communities and a number of industrial facilities. In the Province’s northeast, Pacific Northern Gas (N.E.) Ltd. provides gas transmission and distribution service in the Dawson Creek, Fort St. John and Tumbler Ridge areas.

Reporting to the President, this position is located in our Vancouver, BC office. The Vice President Finance has a close working relationship with our parent company. This is a hands- on position that is responsible for the overall leadership and direction of the Finance team. The VP Finance drives strategic initiatives in relation to financial planning, managing profitability, promoting process improvements, and forecasting, budgeting and complex issues. This role oversees several direct reports.

What You Will Do:

  • Oversight of the operation of the Disclosure Committee.
  • Reporting to President and indirectly to parent company.
  • Certify (with President) on financial reporting and compliance, including financial statements.
  • Oversight of all internal and external financial reporting activities for the organization.
  • Liaise with parent company to ensure compliance with parent’s regulatory reporting requirements.

Accounting policies and procedures

  • Ensure accounting policies are in accordance with GAAP.
  • Operation of financial information systems.
  • Operation and effectiveness of the systems of internal controls.

Taxation

  • Ensure taxes are appropriately calculated and remitted.
  • Ensure returns are appropriately prepared and filed.

Budgets and forecasting

  • Systems and tools for budget preparation and analysis.
  • Monitoring of performance relative to budgets.
  • Assist in the preparation of utilities regulatory applications (appear as company witness during oral proceedings, attend negotiated settlement proceedings)
  • Monitor annual capital expenditures, including review of procurement controls and activities.
  • Actively participate in capital project review meetings.

Strategic planning

  • Participates in strategic planning process in support of parent company process.
  • Support key strategic initiatives including strategic planning, growth and succession planning.

Treasury

  • Liaise with Bondholders and Bond Rating Agencies as required.
  • Ensure company is appropriately capitalized.
  • Arrange debt and other financings as required.
  • Reporting and compliance with debt instrument covenants.
  • Oversight of cash management.

Information Technology

  • Oversight of IT Group, including responsibility for all internal controls over hardware and software processes and implementation.
  • Responsible with Manager, IT for oversight of cybersecurity policies, administration and reporting to parent and regulatory authorities.
  • Ensure risks are appropriately identified, assessed, managed, and monitored.
  • Ensure appropriate and cost-effective insurance coverage.
  • Represent the company on the TSU Enterprise Risk Management Committee.

Leadership

  • Responsible for contributing to the overall organization as part of the Leadership Team.
  • Responsible for modelling the values of the company and effectively manage staff.
  • Demonstrates honesty, transparency and accountability.
  • Leads by example and inspires others through positive attitude and energy.

What You Will Bring:

  • Must have a CPA.
  • Must have audit experience with a public accounting firm
  • Minimum of 10+ years of senior finance and treasury experience in a management capacity.
  • Proven ability in driving strategic financial initiatives such as financial planning, managing profitability, promoting process improvement, forecasting, budgeting and dealing with complex issues.
  • Ability to manage multiple projects in a highly detailed environment. Previous experience with JDE and a broad background in other financial systems.
  • Experience within the utilities industry or a regulated Canadian business is preferred.
  • Experience in a public company is preferred. Superior verbal, written communication and interpersonal skills including the ability to build relationships and make presentations.
  • Experience managing an IT department would be preferred
  • Approachable, flexible and able to adapt in a fluid work environment.
  • Highly analytical with a strong attention to detail.
  • Excellent leadership and interpersonal skills

Other Considerations / Additional Information:

  • The position is based out of Vancouver, BC office with regular and frequent travel throughout PNG’s operations and service territory including Terrace, Fort Saint John, and Dawson Creek, and PNG West operations ranging from Prince George to Prince Rupert.
