Job summary

The District of Sechelt is seeking a Utility Operator I to support the public works team in maintaining roads, stormwater and sanitary systems, parks, and related assets. The role includes operating a range of equipment and responding to wastewater emergencies with a focus on safety and reliability.

The position is regular, full-time within a unionized workforce. Wage is grid Level 8, 37.5 hours weekly, with shifts including weekends for snow removal and overtime as needed.

Qualifications

  • Grade 12 diploma (or equivalent).
  • Valid Class 5 BC Driver’s License with air brakes endorsement and clean ICBC abstract.
  • EOCP Level 1 Wastewater Collections Operator certification – or ability to achieve Level 1 within 6 months of employment.
  • Minimum one year experience related to maintenance and repair of public works utilities.

Responsibilities

  • Assist with constructing, operating and maintaining roads, stormwater and sanitary infrastructure, parks, airport, wharves and other assets.
  • Operate and maintain a variety of small and heavy equipment as needed.
  • Respond to emergency call outs pertaining to the wastewater collection system.
  • Perform road repairs, pothole filling, minor paving, grading and ditching.

Nature of the Position

Reporting to the Manager of Public Works and general supervision of the Public Works Foreman, the Utility Operator I assists with all activities related to the constructing, operating and maintaining of roads, stormwater and sanitary infrastructure, parks, airport, wharves, docks and other assets.

Duties include general manual labour using hand and powered tools and equipment; installation, maintenance and repair of sewer lines, connections and related infrastructure; repair and installation of wastewater treatment plant and lift station equipment; inspection, maintenance and repair of the wastewater collection system; maintenance of the stormwater system including clearing catch-basins, culverts, ditches and sewers; responding to emergency call outs pertaining to the wastewater collection system; garbage collection; and carrying out road repairs such as fixing potholes, minor paving, grading and ditching. The Utility Operator I operates a variety of small powered equipment in addition to heavy mobile equipment such as a 5-ton dump truck, skid-steer, backhoe, excavator, salt truck, brine truck and snow-plow vehicle.

Required Competencies
  • Grade 12 diploma (or equivalent)
  • Valid Class 5 BC Driver’s License with air brakes endorsement and clean ICBC driver’s abstract
  • EOCP Level 1 Wastewater Collections Operator certification – or ability to achieve Level 1 within 6 months of employment
  • Minimum one year experience related to the maintenance and repair of public works utilities (or acceptable combination of training and experience)
  • Hands-on experience with the operation and maintenance of power and hand tools
  • Experience operating a 5-ton dump truck, bobcat, excavator, backhoe and snow clearing equipment
  • WHMIS certification
  • Confined Space Entry certification
  • Basic Occupational First Aid certification
  • Working knowledge of the hazards, WorkSafe regulations, safe work procedures and practices pertinent to public works and wastewater collection such as excavations, confined spaces, lock-out procedures, working alone, handling of chemicals and hazardous goods, biohazards, working in traffic and other safety topics as required.

Preferred Competencies

The successful candidate may be expected to receive and maintain RCMP enhanced reliability security clearance; therefore, existing valid enhanced reliability security clearance would be an asset.

Working Conditions

This is a regular, full-time unionized position within the BCGEU. The wage is set at Grid Level 8, $35.91 - $41.49 per hour plus an attractive benefits package. Hours of work are 37.5 hours per week, Monday through Friday. This position involves shiftwork, including weekends for snow and ice removal. Flexibility to respond to evening and weekend emergency call outs is required. The District of Sechelt supports employment equity in accordance with the Human Rights code of BC.
