Job summary

The University of Toronto seeks a Chief Safety and Security Officer to provide strategic leadership and oversight of safety and security across the tri-campus. The role reports to the Vice-President, Legal, Risk and Safety and Chief Legal Officer and guides law enforcement, incident response, and security technology.

The incumbent leads the development of strategic plans, budgets, and performance objectives while advising senior leadership on public safety and risk management.

Qualifications

• Fifteen years of progressively responsible law enforcement or public safety experience.
• Senior leadership experience in campus safety or higher education.
• Experience leading patrol operations, investigations, community policing, emergency management.
• Experience developing personnel, recruitment, training, mentoring, performance management, succession planning.
• Experience developing and implementing strategic objectives, policies, procedures, and internal controls.
• Budgeting and financial administration experience; performance evaluation.

Responsibilities

• Provide executive leadership for tri-Campus safety and security functions, including law enforcement and related services.
• Develop and oversee strategic, financial, and operational plans to address safety needs and priorities.
• Oversee personal safety and high-risk case management, including threats and serious safety risks.
• Advise university leadership on public safety, emergency management, and institutional risk.
• Lead emergency preparedness and response, including planning, training, and incident coordination.
• Build and maintain partnerships with university leadership, law enforcement, community organizations, and external agencies.
