Job summary

The Vancouver Fraser Port Authority invites applications for a Transportation Planner. This role administers transportation planning and policy initiatives across port-wide, local, and site-specific plans to meet regional transport needs in the Gateway area, supporting VFPA objectives.

Responsibilities include leading planning studies, engaging diverse stakeholders, preparing PER reviews, coordinating budgets, and delivering clear reports and presentations to internal and external audiences.

Qualifications

TheTransportation Planner is responsible for administering transportation planningand policy initiatives, including port-wide, local area and/or site-specificplans as well as implementing strategies and action plans related to regionaltransportation decisions in the Gateway to achieve Port of Vancouvertransportation needs.

What success looks like

• TheTransportation Planner undertakes transportation planning projects and studiesthat focus on improving road and rail access to the Port, including studies toassess transportation service needs, infrastructure requirements and expansionopportunities. Responds to enquiriesfrom and provides advice and recommendations to staff, Port stakeholders,outside agencies and the public on transportation planning issues and concernsaffecting the Port and the Gateway.
• Prepareand complete the transportation review of Project & Environmental Review(PER) permit applications, including the review of transportation engineeringdesigns and construction traffic management plans.
• Participate,in collaboration with other port authority departments, comprehensiveengagement and consultation processes involving a broad range of stakeholdergroups including, but not limited to, terminal operators and port tenants,local, provincial and federal government representatives, regional agencies,community representatives and the general public in undertaking transportationplanning and policy initiatives, including port-wide, local area and/or sitespecific plans or projects.
• Prepareprocurement documents, coordinate internal processes for the approval ofbudgets, and track budgets to ensure costs are controlled.
• Meetwith project proponents and draft agendas, meeting notes, follow-upcorrespondence.
• Representthe port as liaison with industry, governments, and other stakeholders
• Coordinatethe activities of professional consultants to carry out technical work toinform preparation of transportation planning strategies and/or plans.
• Prepareand deliver communication materials including presentations, briefing notes andreports in different forums to internal and external audiences.
• Organize,support and facilitate committee-related activities, including schedulingmeetings, preparing briefing materials, documenting outcomes, and trackingaction items.
• Monitorsexternal transportation policies, plans, and programs that impact the Port andthe Gateway. Represents VFPA interestsin external transportation planning initiatives undertaken by othertransportation agencies (including local municipalities, Metro Vancouver,TransLink, Ministry of Transportation, BC Transportation Financing Authoritiesand Transport Canada) on appropriate occasions to provide a bridging functionbetween VFPA and these agencies.
• Performsother assigned duties as required.

Qualifications

• Musthave a university degree in planning, urban geography or engineering, alongwith a minimum of three years related experience in transportation planning ortraffic engineering and experience leading engagement and consultationprocesses to develop transportation related policies, strategies andplans.
  Experienceworking in the commercial vehicle, railway, and/or marine sectors is preferred,and experience with Intelligent Transportation Systems for Commercial VehicleOperations would be an asset along with a working knowledge of transportationand traffic engineering modelling applications.
• Ahigh degree of initiative, interpersonal skills, and good judgement arerequired. Excellent written and oral communication skills and the ability totranslate technical concepts into easily understood reports and presentationsare required.
  Mustbe able to communicate tactfully and positively and is able to forgerelationships, influence and advocate VFPA interests with stakeholders,including senior representatives from business and government.
• Mustexhibit a strong orientation towards customer service and ability to work bothindependently and in a team environment.
• Mustbe organized with an attention to detail and consistently deliver a high levelof accuracy.

Salary: Thestarting rate for this position is $57.22 per hour, with scheduled wageprogression in accordance with the International Longshore and Warehouse Union(ILWU) Local 517 collective agreement. Based on a 37.5-hour work week.

Job type: Bargaining Unit, Full-Time, Permanent, Hybrid

Working environment: Normal officeconditions with travel to VFPA properties.After-hours participation in public meetings, workshops and othermeetings, as required.
