Job summary

The Vancouver Fraser Port Authority is hiring a Manager, Marine Operations and Assistant Harbour Master to lead safe, efficient vessel traffic within the Port of Vancouver. You will oversee marine operations, voyage planning, AVTM services, and compliance, working with internal and external stakeholders to sustain operational excellence and risk mitigation.

The Manager, Marine Operations and Assistant Harbour Master works with theDirector, Marine Operations and Harbour Master and provides leadership for the safe, efficient, and reliable movement of vessel traffic within the Port of Vancouver. The role oversees marine operations, vessel traffic planning, marineoperations compliance, and Active Vessel Traffic Management (AVTM) services toensure the effective utilization of port infrastructure and the safe flow ofmarine trade. The position works collaboratively with internal and externalstakeholders to support operational excellence, manage marine risk, enhanceport capacity, and maintain the highest standards of safety and servicedelivery.

What success looks like

• Maintain a highlevel of supply chain, marine transportation, and port domain awareness toanticipate emerging issues, identify risks and opportunities, andproactively support operational decision-making
• Provide day-to-daymarine operations leadership, including the management and administrationof anchorages and lay-by berths
• Oversee theassessment and permitting of special events on the water and othershort-term marine activities
• Manage theporting and oversight of dangerous goods movements within VFPAjurisdiction.
• Participate in theimplementation and enforcement of harbour operations regulations,utilizing operational marine resources
• Ensure theprovision of timely advice and information related to port regulations andoperations to port users and stakeholders
• Promote safe portpractices and procedures and act as a key point of contact for marineoperational matters
• Act as Duty HarbourMaster on a rotating basis and as on-scene command in emergency responsesituations when required under the direction of the Emergency OperationsCentre Director or the Director, Marine Operations & Harbour Master
• Maintain currentknowledge of potential and planned amendments to relevant regulations andmake recommendations regarding their impact on port operations
• Ensure thatregulations, practices, and procedures of the port are observed
• Assist in the refinement, development, and implementation of practices and proceduresrelevant to marine operations within the port's jurisdiction
• Ensures marineoperations and AVTM systems remain operational, resilient, and maintained,enabling the consistent delivery of safe, efficient, and high-qualityservices to port users and stakeholders
• Provide advanceplanning, scheduling, and coordination of vessel traffic within the port,including the management and administration of the computerized vesseltraffic management system
• Ensure and maintaina safe and orderly flow of marine traffic within established operatingparameters and prioritization principles
• Maintain vesseldashboards and planning tools to provide stakeholders with sufficient leadtime for vessel traffic planning
• Manage AVTMreporting requirements, including vessel transit reports, schedulechanges, performance metrics, and infrastructure utilization reporting
• Ensure the AVTMservice is available to port users every day of the year in collaborationwith the
• Ensure theprovision and effective utilization of marine infrastructure (e.g.,navigation channel transit windows) to support the safe and efficientmovement of marine traffic
• Ensure operationalresilience of the AVTM system through business continuity planning andoperational risk management to minimize impacts on port operations
• Assist in the refinement, development, and implementation of practices and proceduresrelevant to AVTM operations

What you bring:

• Must have extensiveknowledge of the marine transportation industry, demonstrated by a minimumof two years of deep-sea sailing experience (Certificate of Competency).
• Post-secondaryeducation relevant to the position.
• A minimum of fiveyears of leadership or managerial related marine operations experience, oran acceptable combination of education and experience.
• Must have computerproficiency in Word, Excel and PowerPoint.
• Development andimplementation of marine programs, services, or initiatives is consideredan asset.

Working environment:

Normal office conditionswith occasional exposure to harbour conditions onshore and afloat. Act as Duty Harbour Master (24/7 on call)on a rotating basis and as on-scene command in emergency response situationswhen required.
