Job description

The City of Edmonton's Parks and Roads Services Branch is seeking a dedicated Training Specialist II to join our team. This is an exciting opportunity to leverage your expertise in curriculum design, program delivery, and evaluation to cultivate a culture of continuous improvement and ensure the long-term success of our employees and citizens.


Reporting to the Manager of Training and Development, the Training Specialist II is a professional position focused on the development, implementation, and evaluation of training programs and projects for employee education. Success in this role requires an in-depth understanding of adult learning theory and training strategy, with a strong focus on curriculum design and delivery. You will exercise independent action and judgment when determining program requirements, conducting needs analysis , managing program evaluation, and executing program delivery. This role involves establishing professional relationships and collaborating with a wide range of internal and external partners , including civic departments, government agencies, branch Operations Trainers, and external vendors.

What will you do?

  • Lead the design of instructional learning strategies and develop comprehensive curriculum plans, storyboards, e-learning content, procedural, and training documentation, as well as learning evaluation tools
  • Facilitate training programs for diverse audiences, from field workers to branch leadership, and conduct train-the-trainer sessions
  • Manage training schedules, coordinate workshops, and develop and execute training communication plans
  • Evaluate the effectiveness of training by establishing criteria, preparing requests for proposals, and managing training logistics and reporting
  • Conduct environmental scans, research training best practices, and benchmark existing programs to recommend improvements
  • Identify and track legislative requirements for program content, ensuring occupational health and safety and environmental components are integrated into training materials
  • Oversee training material maintenance review cycles connected to legislation and procedural changes
  • Other duties as required
Qualifications

  • University Degree in Education or a discipline as required by the area of specialization, OR;
  • A related University Degree combined with post-secondary coursework in Adult Learning
  • A minimum of five (5) years of related experience in educational/training program creation, facilitation maintenance, and evaluation
  • Experience designing in person, virtual, and eLearning courses
  • Experience designing eLearning using Articulate Storyline

Assets:

  • Experience working with a large number of training initiatives and competing priorities
  • Previous experience developing curriculum and training materials from scratch with limited direction
  • Familiarity with managing and coordinating training compliance using various tracking and reporting tools
  • Experience in a safety-sensitive environment
  • Experienced and approved to train corporate learning courses such as Contributing to Our Respectful Workplace, Connected City, and/or The Working Mind

Skills required for success:

  • Results-oriented with the ability to set goals, monitor progress, and adjust resources to accomplish objectives
  • Extensive knowledge of educational principles, techniques, and practices, with expertise in curriculum design for adult learners
  • Advanced facilitation experience using a variety of delivery methods, including classroom, face-to-face, and online learning
  • Ability to establish professional working relations with internal and external stakeholders, with excellent client-facing communication skills, including active listening
  • Understanding of Occupational Health & Safety and Environmental legislation and mandatory training compliance
  • Effective time management and strong organizational skills for coordinating and prioritizing
  • Critical thinking, problem-solving, decision-making skills, and leadership capabilities
  • Excellent written and verbal communication skills

Conditions of Employment:

  • This position may require light physical effort, including sitting, standing/walking, kneeling, manual dexterity, climbing stairs, visual acuity/colour vision, lifting up to 20 lbs, climbing ladders, balancing, crawling, crouching, depth perception/night vision, pulling, pushing, reaching (either or both arms), and use of feet for controls
  • Environmental conditions may include exposure to mechanical and/or electrical hazards
  • Protective equipment required includes head protection (hard hat, bump hat, etc.), safety footwear (steel-toed boots, etc., slip-resistant shoes), skin protection (cream, sunscreen), coveralls, hand protection (gloves), and eye protection
  • Possession of a valid Alberta Class 5 motor vehicle operator's license as operationally required
  • May involve working alone and shift work

Work Environment:

  • You will be working in a dynamic environment, managing a large number of training initiatives for the Branch with competing priorities. You will collaborate with stakeholders from various workgroups, from front-line staff to senior leadership, across multiple sections within the branch, all of whom have diverse training needs. The Parks and Roads Services Branch comprises over 1,100 employees, with the majority working in a safety-sensitive environment, requiring meticulous attention to quality training delivery and compliance.

Up to 1 temporary full-time position for up to 18 months in accordance with Article 18.02 of the Collective Agreement

Hours of Work: 33.75 hours per week

Salary Range: $43.098 - $54.113 (Hourly); $75,927.90 - $95,333.58 (Annually)

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
