Senior Technical Writer

Location: Ottawa, ON – Onsite/Approved Remote Work Environment

Compensation: $45-$60/hr - based on qualifications, experience, and final contract pricing.

Contract Term: October 5, 2026 to September 3, 2027, approximately 48 weeks.

Language: English – Advanced oral, comprehension, and written proficiency.

Security Clearance: Government of Canada Secret

Scope of Work / Tasks

We are seeking an experienced Senior Technical Writer for a specialized federal consulting opportunity supporting a strategic modernization initiative within a secure environment.

The successful consultant will be responsible for developing a comprehensive Operational Sustainment Modernization Strategy and Campaign Plan, using advanced research, analysis, technical writing, document development, and stakeholder engagement skills.

The role will involve:

  • Independently reviewing and analyzing files, documents, research, and information related to the subject matter.
  • Developing a strategic Operational Sustainment Modernization Strategy and Campaign Plan.
  • Supporting the development of project scope, plans, timelines, milestones, and approval activities.
  • Participating in meetings with government, military, and contractor stakeholders.
  • Gathering information, feedback, comments, and clarification from subject matter experts and project stakeholders.
  • Developing and refining initial and subsequent drafts of the Strategy and Campaign Plan.
  • Preparing the completed Strategy and Campaign Plan for senior-level approval.
  • Collaborating with the project planning team throughout the document development process.
  • Providing bi-weekly updates regarding project progression, milestones, and key issues.
  • Identifying and reporting potential issues that may impact project progression or approval timelines.
  • Researching and reviewing Government of Canada, defence, and military policies, directives, concepts, and strategies to ensure alignment.
  • Conducting research related to operational sustainment, force development, digitalization, modernization initiatives, experimentation, and relevant industry initiatives.
  • Providing guidance and advice regarding proposed changes to the Strategy and Campaign Plan.
  • Working collaboratively with graphic design resources on the creation and editing of the final document.
  • Managing and maintaining documents using SharePoint, Microsoft Office, Microsoft applications, and approved artificial intelligence functions.
  • Supporting virtual meetings, document sharing, updates, and collaboration within the approved technical environment.

The successful consultant will be expected to work independently following an initial orientation and demonstrate strong judgment, research capabilities, strategic writing skills, and the ability to translate complex information into clear, senior-level strategic documentation.

Mandatory Qualifications
M1

The successful candidate must have a minimum of 5 years of experience within the last 10 years as a Senior Technical Writer creating complex strategic documents for Federal Government departments and organizations within the security sector, addressing:

  • Strategic Planning
  • Operational Planning
  • Guidance Plans
  • Campaign Plans
  • Level L0, L1, and L2 planning

Candidates must be able to clearly demonstrate where, when, and how this experience was acquired through specific project examples. The solicitation requires supporting project information and a project reference capable of verifying the experience.

Additional Requirements
  • Strong senior-level technical writing and document development experience.
  • Demonstrated ability to research, analyze, synthesize, and communicate complex subject matter.
  • Experience developing strategic and operational planning documentation.
  • Experience working with senior government, defence, military, or security-sector stakeholders.
  • Ability to work independently following initial orientation.
  • Ability to participate effectively in stakeholder meetings and working sessions.
  • Strong editing, review, and quality-assurance capabilities.

References: Two references are required for the proposed resource. An interview is required as part of the selection process.

  • Experience supporting Canadian defence or military organizations.

  • Experience researching digitalization, data, command and control, sustainment, or modernization initiatives.
  • Experience working with senior military or executive-level stakeholders.
  • Experience collaborating with graphic design professionals on strategic documents.
  • Advanced Microsoft Office and SharePoint skills.
  • Experience working within Microsoft 365 / Defence 365 environments.
  • Experience using approved artificial intelligence tools to support document development and collaboration.
Technical Environment

The successful consultant will work within a secure federal environment involving:

The project environment will provide the required technical and computer programs for work conducted at an approved defence location within the National Capital Region, as well as approved requirements for virtual remote work.

Deliverables

Depending on project requirements, deliverables may include:

  • Operational Sustainment Modernization Strategy.
  • Campaign Plan documentation.
  • Project plans, timelines, and milestones.
  • Initial and subsequent drafts of strategic documents.
  • Research and analysis supporting the Strategy and Campaign Plan.
  • Policy, directive, concept, and strategy alignment reviews.
  • Stakeholder consultation summaries and incorporated feedback.
  • Bi-weekly project progress updates.
  • Identification and reporting of project risks and issues.
  • Strategic recommendations and guidance.
  • Final documentation prepared for senior-level approval.
  • Document revisions, editing, and quality assurance.
  • Collaboration with graphic design resources.
  • Supporting documentation maintained within SharePoint and approved Microsoft environments.
  • Knowledge and information synthesized from government, defence, military, modernization, and industry sources.
Security & Work Location

Security Clearance: Government of Canada Secret.

The contractor organization must hold a valid Facility Security Clearance at the SECRET level, and personnel requiring access to sensitive sites must each hold valid personnel security screening at the SECRET level.

Work Location: Ottawa, ON.

Approved virtual remote work may also be supported using DND/CAF-approved technical and computer program requirements.

Contract Duration: October 5, 2026 to September 3, 2027.

Contract Length: 48 weeks.

Travel: No travel or overtime requirement is identified in the solicitation.

Language: English – Advanced oral, comprehension, and written proficiency.

This position is best suited to a highly experienced Senior Technical Writer with a strong background in federal government strategic documentation, defence or security-sector environments, strategic and operational planning, campaign planning, research, and stakeholder engagement.

The ideal candidate will be comfortable taking complex and often highly specialized information, conducting independent research and analysis, and transforming it into polished strategic documentation suitable for senior government and military leadership.
