Job summary

CarteNav Solutions Inc. in Halifax, Canada, is seeking a Technical Project Manager to bridge software delivery and customer needs.

You will own planning, coordination, and execution of complex software delivery projects across engineering and support teams, ensuring compliance and clear communication with stakeholders. The role requires 7+ years in project management for software, with experience in regulated environments, and fluency in delivery methods and architecture discussions.

Qualifications

7+ years of experience in project management, with meaningful time spent managing software delivery.
Experience managing projects for government, defense, or other highly regulated customers.
Technical fluency — comfortable in conversations about architecture, integrations, and the software development lifecycle, even without a hands-on engineering background.
Proven ability to manage large-scale software initiatives, within a multi-stakeholder technical environment.
Proficiency with PM tools like Jira, Microsoft Planner, Azure DevOps, or similar.
Clear, precise written and verbal communication, including formal status reporting and documentation.
Eligible to obtain and maintain a government security clearance, or ability to meet applicable export control and citizenship requirements.
PMP, Agile, or similar certifications are preferred.

Responsibilities

Own end-to-end delivery of complex, technical projects from kickoff through deployment and acceptance.
Develop project plans, risks, budgets, and deliverables, while managing the formal schedules, budgets, and reporting requirements.
Translate customer and contractual requirements into clear technical specifications and actionable plans that engineering teams can execute against.
Ensure deliverables meet contractual, security, and compliance requirements, including export control, documentation, and acceptance testing obligations.
Represent the project delivery function in leadership planning and customer engagements.
Serve as the primary point of contact as a trusted advisor to customers and senior stakeholders.
Coordinate efforts across engineering, QA, product, and support teams to keep priorities aligned and dependencies visible.
Drive continuous improvement of delivery practices, tooling, and templates across the project management function.
Support proposal development and project estimation for new opportunities.
