Technical Manager - Municipal Roads & Civil Engineering

Parsons has been a leader in planning, designing, and delivering transportation infrastructure worldwide for over 75 years. Our team focuses on helping provincial and municipal clients expand and improve their transportation systems through innovative solutions. We are seeking an experienced Technical Manager with strong client relationships to join our Infrastructure – Roads and Highways team in the Greater Toronto Region. You can work from any of our offices in Toronto, Markham, Oakville, or remotely from home.

Overview:

The Senior Technical Manager in the Municipal Roadway group will play a key role in growing our Transportation Engineering practice in the Greater Toronto Region. This leadership role involves developing and executing our business plan in transportation planning, design, and management for various Regions and Municipalities around GTA, Ontario. You will need a solid understanding of Regional, Municipal, and MTO standards, policies, and practices, as well as delivery models for Critical Infrastructure Projects and client relationships. Leading a team of Roadway and Municipal Engineers and Design Specialists, you will work on multidisciplinary projects of varying complexity, including rehabilitation, replacement, widening, and expansion of roads and highways. This position is ideal for someone who values teamwork, quality, and trust, with proven project management experience and a desire to foster business growth within the group and company.

Key Responsibilities:
  • Lead, manage, mentor, and contribute to a team of engineers and specialists in designing, delivering, and supporting roadway projects.
  • Motivate and develop your team to deliver high-quality, innovative solutions.
  • Manage daily operations, including scheduling, work review, and supporting business objectives.
  • Oversee design development for various projects, including studies, preliminary and detailed design, and contribute to proposal and business development efforts.
  • Manage multidisciplinary transportation projects, including rehabilitation, replacement, and expansion of roads.
  • Engage with clients as Project Manager on multiple projects, building strong relationships.
  • Supervise project teams in all aspects, from field investigations to design, documentation, cost estimation, scheduling, and stakeholder coordination.
  • Coordinate with other technical disciplines to ensure integrated solutions.
  • Support business development through proposals, technical methodologies, and project planning.
  • Prepare technical reports and ensure quality assurance.
  • Manage project finances, including budgets and risk management.
  • Stay updated on industry trends and maintain technical competency.
  • Grow client and industry relationships to support business expansion.
  • Provide leadership and supervision to promote staff development and performance reviews.
  • Assist in strategic planning and be an active member of the management team.
Requirements:
  • Degree in Civil/Transportation Engineering or related field.
  • Professional Engineer (P.Eng.) licensed with PEO.
  • Project Management Professional (PMP) certification and a Master’s in Transportation are desirable.
  • At least 15 years of transportation engineering experience, including project management for 10+ years.
  • Deep knowledge of federal, provincial, and municipal standards, regulations, and practices.
  • Expertise in transportation-related fields and software tools like AutoCAD, OpenRoads Designer, Microstation, Auto Turn, Primavera, and MS Office.
  • Strong leadership, communication, and stakeholder management skills.
  • Proven ability to handle multiple projects and priorities effectively.
  • Experience in proposal development and client interface.
