Technical Manager - Municipal Roads & Civil Engineering

Parsons have been a leader in the planning, design, and delivery of transportation infrastructure across the world for more than 75 years. Our team is focused on helping our provincial and municipal clients expand and improve their transportation systems through innovative solutions to their tough planning and design challenges. We are looking for an experienced Technical Manager with strong client relationships to add to our Infrastructure – (Roads and Highways) team in the Greater Toronto Region. You will have the flexibility to work from any of our offices in Toronto, Markham, or Oakville and remotely, from home.

Overview:

The Senior Technical Manager in the Municipal Roadway group will play a pivotal role in advancing the growth of our Transportation Engineering practice in the Greater Toronto Region. This leadership position focuses on developing and executing our business plan in transportation planning, design and management for the various Regions and Municipalities around GTA, Ontario. The role requires a comprehensive understanding of Regional, Municipal and MTO standards, policies, and practices, Region and Municipalities delivery models for Critical Infrastructure Projects and client relationships. You will lead a team of Roadway and Municipal Engineers and Design Specialists, and work on a variety of multidisciplinary and low to high-complexity transportation and roadway projects, including rehabilitation, replacement, widening and/or expansion of roads and highways. Key Responsibilities:

  • Oversee, lead, manage, mentor, and contribute to a team of Roadway and Municipal Engineers and Design Specialists in the design, delivery, and construction support of roadway projects within the Municipal Roadway and Engineering group.
  • Lead, mentor, and motivate a team of Roadway and Municipal Engineers and Design Specialists to deliver high-quality services and innovative solutions.
  • Efficiently manage day-to-day operations of your team, including scheduling, assigning, and reviewing work to achieve project objectives and outcome measures and support the technical Director in developing the roadway group and business objectives.
  • Lead and manage design development on a variety of projects, including functional studies, preliminary design and detail design and participate in providing technical inputs in conducting proposal and business development works.
  • Lead and manage a variety of multidisciplinary and low to high-complexity transportation projects, including rehabilitation, replacement, widening and/or expansion of Regional and Municipal Roadways.
  • Client Engagement as Project Manager on multiple projects and relationship building.
  • Oversee, lead, manage, mentor and contribute to the project team for the successful completion of field investigations, geometric design, grading design, roadside safety design, drainage design, storm sewer design, pavement marking and signage design, complex construction staging design, traffic management, roadway modelling, quantity estimating, utility coordination, contract drawing preparation, contract document preparation using the Regional, municipal and MTO standards, policies, and practices, construction cost estimate development, scheduling, budgeting, invoicing, construction liaison, project management, and coordination with clients, agencies, stakeholders, and subconsultants.
  • Coordinate with other technical disciplines across the organization to ensure integrated and comprehensive engineering solutions.
  • Assist in business development activities, including proposal preparation, technical project methodology development, work programs, schedules, invoicing, Change Order, risk management and budgets.
  • Prepare technical reports and documentation for clients and project management, ensuring technical excellence and quality assurance of project tasks and deliverables.
  • Actively engaged in management of commercial and financial control of projects.
  • Stay informed of trends, developments, and advancements in the transportation planning and design field to maintain technical competency and provide state-of-the-art services and advice to clients.
  • Nurture and grow client and industry partner relationships to support business growth.
  • Proven leadership and managerial skills to effectively supervise and develop professional, technical and support staff to promote individual professional development, growth, and succession, including completing performance reviews and interacting with staff for day-to-day operations.
  • Assist and support the Technical and Program Director in supporting overall strategic and growth requirements and be an active member of the management team for Roads and Highways group along with performing other responsibilities, as appropriate for the position.

Requirements:

  • University degree in Civil/Transportation Engineering, or a related professional discipline.
  • Professional Engineer (P.Eng.) licensed with Professional Engineers Ontario (PEO).
  • Project Management Professional (PMP) Certification and Master’s degree in Transportation is desirable.
  • Minimum of 15 years of transportation engineering experience, including preliminary and detail design, with at least 10 years of successful and proven project management experience.
  • Expert and thorough knowledge of how federal, provincial, and municipal design standards (e.g., Transportation Association of Canada, Ontario Traffic Manual), and industry practices and regulations.
  • Advanced knowledge of civil engineering theories, principles, legislation, regulations, and technology, including road and highway design, construction, maintenance, traffic operations, contract delivery, asset management and oversight.
  • You have firsthand and impressive knowledge of related fields in transportation including geotechnical, pavement design, rail and transit, Bus Rapid Transit, drainage, surveys, tunneling, traffic and transportation engineering, environmental assessment and MCEA processes, and practices including Environmental Study Reports (ESR).
  • Good knowledge of relevant software, such as AutoCAD, OpenRoads Designer, Microstation, and Auto Turn, Primavera, and MS Office.
  • Proven ability to manage competing priorities and multiple simultaneous projects involving cross-functional teams within budgetary and schedule constraints.
  • Successful people skills and advanced verbal and written communication along with presentations skills.
  • Efficient and enhanced communication, conflict and change management, and people skills to establish and maintain excellent professional working relationships with all staff and other internal and external stakeholders.
  • A proven track record and capability to support and work on multiple projects with effective problem/conflict resolution skills.
  • Manage and develop technical and commercial proposals, including reviewing technical write-ups and estimating the time, Level of Efforts (LoE) and cost required.
  • Interface on behalf of the Technical Director with clients on all technical matters, including meeting project milestones and ensuring quality of delivery and meeting client requirements and expectations.
  • Demonstrated ability and experience in training, mentoring, motivating, leading, and supervising a team of highly qualified professional staff and experience in managing technical teams to deliver the required business objectives and meet the above requirements.
