Job summary

Defence Construction Canada (DCC) invites you to consider joining our Halifax team as Team Leader, Program Management. The incumbent oversees delivery of infrastructure and environmental projects, coordinates work and conducts quality assurance for the team and provides advice to Client-Partners.

The role requires developing work plans, statements of work, strategic plans, tracking program metrics and maintaining Client-Partner relationships.

Qualifications

  • Minimum: college diploma in engineering, architecture or related field with eight years’ relevant experience, or the equivalent.
  • Preferred: university degree in one of the fields above and/or additional training in project management.
  • Ability to use applicable computer software and operating systems and manage project information.

Responsibilities

  • Lead the research and preparation of documents for long-term projects and programs (approvals, statements of work, budgets).
  • Coordinate work with Client-Partner representatives and participate in procurement planning.
  • Generate infrastructure statements of operational requirements and business cases; conduct investigations.
  • Monitor project schedules and costs; manage service line integration and collaboration within the unit.
  • Prepare monthly reports and present metrics to senior leaders; promote business development opportunities.
  • Develop relationships within DCC and with industry, Client-Partners and stakeholders; ensure quality standards.
  • Perform human resource functions including coaching, supervising, mentoring, and resource planning.
  • Lead direct reports; provide direction to employees and Client-Partners.

Defence Construction Canada (DCC) invites you to consider joining our Halifax team! DCC is a dynamic and fast-paced Crown corporation whose clients include the Canadian Armed Forces and the Department of National Defence. We are currently recruiting an enthusiastic and motivated Team Leader, Program Management.


The Team Leader, Program Management, oversees the delivery of infrastructure and environmental projects. The incumbent coordinates work and conducts quality assurance activities for the team to produce project deliverables (e.g. development plans, statements of work, strategic plans), and undertakes research, studies and assessments to provide advice to the Client-Partners. The incumbent supports the Client-Partners in tracking and reporting on program metrics and results, and ensures alignment with strategic direction and plans. The incumbent leads a team of professionals and manages the human resources responsibilities for the team. The incumbent also manages the Client-Partner relationship. The incumbent develops creative solutions and ensures the team is focused on collaboration and the quality and timeliness of deliverables.


KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive:

Primary


  • Lead the research and preparation of documents required for long-term projects and programs (e.g. approvals, statements of work, statements of operational requirement, projects charters, budgets, policies and procedures)

  • Coordinate work with Client-Partner representatives

  • Participate in DCC corporate initiatives

  • Generate infrastructure statements of operational requirements, prepare business cases and conduct investigations, as required

  • Participate in procurement planning

  • Coordinate activities of consultants

  • Prepare monthly reports (e.g. internal, Client-Partner)

  • Monitor and control project schedule and costs

  • Manage and coordinate service line integration and collaboration within the business unit

  • Prepare and present reports on project and program metric and performance results to senior leaders, as required

  • Promote and manage business development opportunities

  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders

  • Ensure quality standards are met, in line with corporate and Client-Partner expectations

  • Manage risk

  • Perform human resource functions (e.g. coach, supervise, mentor, plan and allocate resources, and manage performance).

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada. As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.


DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a \"Reliability\" clearance, you must have five years of verifiable background information and to be eligible for a \"Secret\" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. Required

The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC. Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:



  • criminal record checks
