Job summary

RPMGlobal in Comox is seeking a Team Leader, Contract Services to coordinate procurement planning for Client-Partners, lead a professional team, and manage HR responsibilities and client relationships. Responsibilities

  • Prepare procurement documents and review tenders for compliance.
  • Lead proposal evaluations and respond to bidder inquiries.
  • Develop relationships with Client-Partners and stakeholders.
  • Ensure quality standards meet expectations and manage risk.
  • Perform human resources functions for the team.

Job description

The Team Leader, Contract Services, coordinates and tracks procurement planning activities, manages procurement risks, and researches innovative ways to manage complex procurements for Client-Partners. The incumbent leads a team of professionals and manages the human resources responsibilities for the team. The incumbent also manages the Client-Partner relationship. The incumbent develops creative solutions and ensures the team is focused on collaboration, and quality and timeliness of deliverables.

KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all inclusive:

Primary
  • Provide advice on all aspects of procurement to meet Client-Partner needs for complex procurements
  • Participate, promote and lead procurement planning with Client-Partners
  • Negotiate contracts with proponents
  • Negotiate procurement delivery with regional and national contract authorities
  • Review and approve the initiation and award of contracts, within delegated signing authority
  • Provide recommendations on the initiation and award of contracts exceeding delegated signing authority
  • Review Client-Partner information (e.g. specifications, financial details, security) and assemble for submission to the contract authority
  • Prepare procurement documents
  • Review tender submission for compliance and lead proposal evaluations
  • Respond to inquiries from bidders
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Manage risk
  • Perform human resource functions (e.g. coach, supervise, mentor, plan and allocate resources, and manage performance)
Other
  • Research innovative procedures (e.g. process improvements, procurement techniques for unique requirements)
  • Support the National Capital Region Regional Office for particularly complex procurements
  • Other duties as assigned
SKILLS

General and Specific Knowledge

Formal Education and/or Certification(s) and Experience
  • Minimum: university degree in architecture, engineering or related field with five years' relevant experience, or the equivalent

  • Demonstrate leadership and human resources management skills
DEVELOPMENT AND LEADERSHIP

WORKING CONDITIONS
  • Typical office environment with occasional travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
