Job summary

Strathcona County seeks a Talent Acquisition Partner to provide strategic advice and full-cycle recruitment services across leaders and business areas. You will develop sourcing strategies and lead fair, inclusive selection processes, ensuring a positive candidate and hiring team experience.

You will manage a diverse portfolio, including unionized and leadership roles, collaborating with HR partners to deliver county-wide TA programs and drive workforce initiatives.

Qualifications

  • Bachelor's degree or diploma in business, HR, or related discipline.
  • Minimum three years in recruitment or talent acquisition.
  • Experience delivering full-cycle recruitment with sourcing, interviewing and onboarding.
  • Ability to manage a high-volume, diverse recruitment portfolio with competing priorities.

Responsibilities

  • Partner with leaders to understand workforce needs and develop recruitment strategies.
  • Lead full-cycle recruitment including posting, sourcing, screening, interviewing and onboarding.
  • Advise on staffing approaches, salary offers, and internal equity.
  • Develop structured interview materials and support fair selection processes.
  • Coach leaders on interviewing, staffing guidelines, and collective agreements.
  • Collaborate across HR to resolve staffing issues and improve processes.

Job description

As a Talent Acquisition Partner, you will provide strategic advice and full-cycle recruitment services to leaders across Strathcona County. You will work closely with your assigned business areas to understand their workforce needs, develop effective recruitment and sourcing strategies, and lead fair, consistent and inclusive selection processes.

You will manage a diverse portfolio that may include specialized, difficult-to-fill, unionized and leadership positions. Drawing on your knowledge of talent acquisition practices, market conditions, collective agreements and organizational policies, you will guide leaders through complex staffing decisions and deliver a positive experience for candidates and hiring teams.

This role also contributes to the development and continuous improvement of County-wide talent acquisition programs, practices and initiatives that support the organization’s long-term workforce needs.

Key Responsibilities
  • Partner with leaders to understand their business and workforce needs and develop tailored recruitment and sourcing strategies
  • Lead full-cycle recruitment processes, including intake and hiring strategy discussions, job posting development, sourcing, screening, interviewing and assessment, reference and qualification verification, offer negotiation and onboarding
  • Provide advice and recommendations on staffing approaches, candidate selection, salary offers, internal equity and market considerations
  • Develop structured interview and assessment materials that align with the position requirements, organizational competencies and inclusive hiring practices
  • Chair interviews and support panels in applying a fair, consistent and defensible assessment process
  • Manage complex, sensitive, unionized or difficult-to-fill recruitment processes, identifying risks and escalating matters when appropriate
  • Develop and implement sourcing strategies using job boards, social media, professional networks, referrals, direct outreach and advanced search techniques
  • Build relationships with active and passive candidates and promote Strathcona County as an employer of choice
  • Research labour market conditions, candidate availability, salary information, recruitment trends and competitor practices to inform talent acquisition strategies
  • Coach leaders on interviewing, assessment, candidate selection, staffing guidelines, collective agreement provisions and related talent acquisition processes
  • Lead or contribute to talent acquisition programs and projects, including seasonal, specialized, campus, new graduate and high-volume recruitment initiatives
  • Identify opportunities to improve recruitment processes, tools, programs and the overall candidate and hiring manager experience
  • Collaborate with Talent Acquisition, HR Business Partners, Organizational Effectiveness and HR Operations to resolve staffing issues and deliver coordinated HR services
  • Provide functional guidance, coaching and support to Talent Acquisition team members as required
Qualifications and Skills
  • A degree or diploma in business, human resources management or a related discipline
  • A minimum of three years of directly related experience in recruitment or talent acquisition
  • Experience providing full-cycle recruitment services, including sourcing, screening, structured interviewing and assessment, candidate selection, offer development and onboarding
  • Demonstrated ability to manage a diverse, high-volume recruitment portfolio with competing priorities, complex staffing requirements, and multiple concurrent recruitment projects while maintaining a high degree of accuracy, responsiveness, and service excellence
  • Demonstrated ability to advise, coach and influence leaders at different levels of an organization
  • Strong business acumen, with the ability to understand operational needs and translate them into effective workforce and recruitment strategies
  • Knowledge of talent acquisition practices, employment legislation, salary administration principles and human resources policies and processes
  • Experience interpreting collective agreements, employee handbooks or employment terms and conditions
  • Strong sourcing skills, including experience using social media, professional networks, candidate databases, Boolean searches and other direct-sourcing techniques
  • Excellent written and verbal communication skills, with the ability to adapt your communication style to different audiences
  • Strong critical thinking, judgment, risk assessment and problem-solving skills
  • Ability to manage competing priorities, establish realistic timelines and move multiple recruitment processes and projects forward
  • Demonstrated ability to build collaborative working relationships with leaders, candidates, colleagues and external partners
  • Ability to work independently, exercise discretion and recognize when consultation or escalation is required
  • Proficiency with Microsoft 365 applications, including Excel, PowerPoint, Teams, OneDrive and SharePoint
  • Experience working with applicant tracking or recruitment management systems
