Responsibilities

PRIMARY PURPOSE

The Systems Safety Assurance Specialist is responsible for providing assurance services to support public transportation systems in safety assurance and systems assurance disciplines. The role ensures compliance with local, provincial, federal, and Transport Canada regulations and aligns with international standards and industry best practices. The position covers safety and system assurance across operations, maintenance, and asset management within BCRTC's railway network, supporting a safe and reliable rail service. The Systems Safety Assurance Specialist will work hand-in-hand with the Sr. Manager, Systems Safety Assurance, supporting every activity conducted by the Safety Assurance team, proving initiative and being able to fulfill the assigned tasks with minimal supervision.

Key Accountabilities

Provides assurance services in support of public transportation systems, in the systems assurance and safety assurance discipline within an integrated, multi-jurisdictional environment. Assists in defining and designing technical standards, processes, and policies, ensures compliance with local, provincial, federal, and or Transport Canada regulations, international standards, and industry best practices for BCRTC engineering, maintenance and capital projects to support and evidence a safe, reliable and efficient rail service.

Responsible for covering all parts of the railway system assurance, including operation, maintenance, assets management and their regulatory needs. The systems and safety assurance related responsibilities will cover the existing Integrated SkyTrain System operations as well as the new-to-be introduced assets, including accepting new assets from project delivery, contractors and third parties, using a risk-based approach (considering technical, time and budgetary aspects).

Supports and contributes to the development/update of BCRTC Railway Safety Management Systems/Safety Management System’s processes and policies, and ensure compliance with local, provincial, federal, and/or Transport Canada regulations, international standards, and industry best practices.

Maintains, consolidates, and audits the proper implementation of these processes and policies in BCRTC (including engineering, operations, maintenance, assets management, etc.), to achieve safe, reliable, and efficient rail service. Provide guidance, training and support to all the departments where these updated/new processes need to be applied, in order to ensure the complete implementation of the “Zero Harm” policy of the company.

Manages and validates the implementation of safety principles into operations, maintenance and capital project activities, and provides advice as it relates to safety standards, such as CENELEC and CMREA, System Engineering Process pertaining to SkyTrain, providing recommendations to mitigate and resolve issues and ensures compliance with regulatory requirements.

Provides technical guidance and support for other departments on identifying and evaluating potential hazards, assessing the assurance impacts and the implications of proposed future changes, to ensure completion of hazard and risk analysis and other assurance activities.

Uses system assurance elements to support projects, and/or related maintenance activities for existing and new systems, to address needs, reviewing artifacts pertaining to safety assurance discipline, prioritizing the assigned tasks, based on the approved budget and resources allocated.

Actively participates and contributes to the development and implementation of strategies, processes, practices, procedures, pertaining to safety assurance activities including determining targets and measures for systems RAMS, systems assurance, risk analysis, and hazard identification.

Provides technical advice, analyses, and design to resolve system assurance issues, develops reliable solutions, and reviews assurance related project deliverables, in accordance with the approved scope, budget and schedule.

Provides support and advice on systems assurance, safety assurance, hazard log management processes, safety case process including integration with technical / engineering change process.

Audits processes to ensure compliance with safety Assurance standards (such as CENELEC and CMREA), participate in the development and management of hazard logs and ensures adherence to safety assurance plans, processes, policies, and practices.

Participates in evaluating potential contractors to be hired for supporting BCRTC needs, gathering data and evidence (credibility, experience, recommendations, and costs), in order to facilitate the contractual decision-making process.

Acts as the BCRTC Safety Assurance Specialist and liaises with external agencies (such as TSBC), providing recommendations to mitigate and resolve issues, ensuring compliance with regulatory requirements.

Manages, coaches, provides guidance to team members as assigned, manages external consultants for assurance activities.

Qualifications

EDUCATION AND EXPEREINCE

The requirements for this position are typically acquired through the completion of a university degree in engineering, Professional Engineering designation (P.Eng.) or eligibility to register with Engineers and Geoscientists British Columbia.

Typically, 5 years of experience in public infrastructure and transportation engineering, with at least 3 years of direct experience in implementing Safety Assurance Management Systems.

Other Requirements

Solid knowledge of railway operation and maintenance practices, including configuration control, Systems Engineering and Requirements Management Frameworks.

Strong experience with rail safety management and assurance system development, regulations, and legislation, including practical experience in writing programs/processes in support of qualification to international standards such as ISO, BS/EN, APTA, CENELEC and CMREA.

Experience in using RAM (Reliability, Availability, Maintainability) analysis techniques such as FMECA (Failure Modes, Effects and Criticality Analysis), FTA (Fault Tree Analysis), RBD (Reliability Block Diagram) and performing internal audits, investigations and using employee reporting systems.

Solid knowledge of the principles, theories, concepts, and practices of the systems engineering discipline.

Solid knowledge of the relevant standards, legislation, acts, and regulatory requirements pertaining to the rail industry.

Solid analytical thinking and problem-solving skills, with previous experience in producing technical reports, standards, procedures, specifications and methods.

Strong interpersonal and communication skills to build trust by consulting and liaising with others and applying a team approach as needed to achieve solutions on moderately complex technical issues and to write and deliver comments, procedures, reports and presentations.

Solid time management skills, to balance and coordinate effort across multiple, concurrent activities.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

37.5 hours per week.

This position works predominately on-site (5 days a week).

Rate of Pay

Salary $82,400 - $123,600 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
