The Systems Analyst, Clinical Solutions reports to the Manager or designate in this professional level job that works with independence within a multi-site health care environment. The Systems Analyst develops and maintains complex new and existing clinical application systems which impact several functional areas throughout VPPL, utilizing a working knowledge of SQL, clinical information systems, electronic medical record (EMR) applications, and MS Office applications (Word, Excel, Visio, PowerPoint, and Project). The Analyst provides technical direction advice to help translate business needs into requirement technical specifications and provides systems support, including troubleshooting, upgrades, enhancements, and documentation such as service level agreements and disaster recovery plans. The Systems Analyst conducts analysis and documents business requirements for clinical applications, evaluates software features, and manages implementation, testing, deployment, and support of these systems. They support all phases of the system development life cycle from planning to maintenance.

What You’ll Do
  1. Conduct feasibility studies for clinical applications, including requirements gathering, impact analysis, and recommending system modifications or new systems.
  2. Develop specifications for complex clinical application systems by translating detailed user requirements into technical documentation, designing forms, preparing flowcharts, hardware/software specs, and implementation plans.
  3. Implement system changes and perform maintenance activities following departmental standards and change control processes.
  4. Assist with system design/build activities, perform modifications/enhancements, and participate in implementation and go-live support.
  5. Measure and document system performance, liaise with vendors and users, and assist in capacity planning.
  6. Support system upgrades and implementations, including testing, data routines, issue logging, and go-live support.
  7. Create and maintain technical and operational documentation using tools like Microsoft Office Suite.
  8. Assist in RFI/RFP processes, evaluate vendor responses, and document evaluation results.
  9. Contribute to disaster preparedness plans and support after-hours incidents and on-call duties.
  10. Provide user support, troubleshoot issues, and develop understanding of clinical application needs.
  11. Collaborate with stakeholders, develop relationships, and document service level agreements.
  12. Provide training to IMITS staff, develop training materials, and maintain reference resources.
  13. Maintain relationships with vendors, troubleshoot, and collaborate on patches/releases, and review support calls.
  14. Participate in team meetings, projects, and quality improvement activities.
  15. Stay current with policies, procedures, research, and vendor updates; participate in activation/support for upgrades.
  16. Perform other duties as assigned.
Qualifications
  • Diploma or degree in Computer Science or Health Information Science, plus 3 years’ recent related experience, or equivalent.
  • Experience with Oracle Health/Cerner applications is an asset.
  • May require travel or on-call participation.
  • Knowledge of Indigenous-specific mandates, anti-racism, and cultural safety, with a commitment to anti-racism and equity.
