As the Supervisor, Special Purpose Accounting within the Assessment and Taxation branch, you won't just be managing numbers – you'll be directly contributing to the over 60% of annual operating revenue that fuels essential city services our community relies on.
Lead a dedicated Special Purpose team as they navigate complex programs like the Clean Energy Improvement Program (CEIP), Community Revitalization Levies, and Brownfield Grants, directly impacting our city's growth and sustainability. What will you do?
- Establish annual task plans and ensure critical timelines, both operational and legislative, are met by the team
- Establish regular team meetings to monitor and prioritize workload, delegate, resolve issues, monitor and analyze tasks and deadlines, and set direction throughout the year
- Research and respond to escalated customer concerns involving complex and highly sensitive account issues that are received from Councillor’s offices, 311, collections staff, and the Edmonton Service Centre
- Review and approve work prepared by the team; approve or obtain approvals according to the Expenditure Officer Framework
- Establish team procedures and performance measures, such as benchmarks and standards, for tasks performed by the team
- Continually review and evaluate current work processes, identify opportunities for improvement or automated system changes to increase team efficiency, and implement efficient work methods
- Ensure appropriate records management processes are followed by the team
- Oversee and manage the following:
- Collection of Grant-in-Lieu revenues from other levels of government
- A number of complex programs which rely on the tax base for cost recovery, or calculations of tax uplift for grant payments
- Subdivisions and consolidations of new and closed tax accounts
- Local Improvement and Clean Energy Improvement Program accounting administration
- Property tax searches and Certificates
- Mortgage Administration - generate listings and receive updated listings for lending institutions, process updates and payments
Qualifications- University degree (bachelor or applied) in an accounting or finance discipline
- Minimum three (3) years’ of progressively responsible related accounting/financial experience including project management experience, plus minimum one (1) year of supervisory experience in a similar organization
- Formal Supervisory or Leadership training
Skills required for success:

- Team building skills acquired through formal training and experience
- Ability to establish and maintain effective relationships within and outside of the corporation
- Knowledge of provincial legislation governing taxation and tax collection, including the Municipal
- Government Act, FOIP, Land Titles Act, Business Corporations Act, Bankruptcy and Insolvency Act, Civil Enforcement Act
- Proficiency in Google Workspace, including Google Docs, Google Sheets, and GMail
- Excellent written and verbal communication skills, and ability to negotiate in difficult situations
- Highly developed analytical and organizational skills acquired through training and experience
- Knowledge of work methods, practices, and terminology as related to the work assigned
- Knowledge of City policies and procedures, and bylaws affecting the work assigned
Work Environment:
- Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
