The Opportunity

The Infrastructure Department is comprised of five Branches, including three Design and Construction Branches, the Wastewater Operations Branch, and the Water Operations Branch. Key responsibilities include the operation and maintenance of the City’s environmental infrastructure and systems including water supply, treatment, and distribution; wastewater collection and treatment; and the design and construction of the City's infrastructure including treatment plants, pump stations, roads, sewers, watermains, sidewalks, stormwater management ponds, water towers and reservoirs, etc.

Reporting to the Manager of Wastewater Operations, the Supervisor of Technical Services leads the administrative, compliance, business, asset management, and technical support functions within the Wastewater Operations Branch. The role includes oversight of regulatory compliance, procurement, contract and asset management, benchmarking, and the development and implementation of quality management programs. This position is responsible to ensure that the WWOB maintains adherence to environmental legislation including, but not limited to, the Environmental Protection Act, Nutrient Management Act, Lake Simcoe Protection Act, Environmental Compliance Approvals, and City standards. This position also drives continuous improvement initiatives, monitors industry trends, and provides expert guidance to stakeholders, all in support of safe, sustainable, and cost-effective wastewater collections and treatment services for the City of Barrie.

Education (degree/diploma/certifications)

  • Three (3) year College Diploma in Environmental Studies, Engineering, Environmental Management, Business Administration, or related discipline.
  • Eligibility for and willingness to obtain Wastewater Treatment Operator-in-Training (OIT) Licence from the Ontario Ministry of the Environment and Climate Change (MOECC) acquired upon hire
  • Eligibility for and willingness to obtain Wastewater Collection Operator-in-Training (OIT) Licence from the Ontario Ministry of the Environment and Climate Change (MOECC) acquired upon hire
  • Completion of Certified Engineering Technologist (C.E.T.) Designation from the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) acquired upon hire
  • Eligibility for and willingness to obtain Certified Health & Safety Representative Designation within 1 Year
  • Four (4) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience
Knowledge/Skill/Ability
  • Thorough knowledge of the following legislation, regulations, or requirements: Environmental Protection Act, Ontario Water Resources Act, Lake Simcoe Protection Act, Nutrient Management Act, Safe Drinking Water Act, Fisheries Act 2012-139 Wastewater Systems Effluent Regulation, Occupational Health and Safety Act, Transportation of Dangerous Goods Act, O.Reg 588/17 Asset Management Planning for Municipal Infrastructure, O.Reg 129/04 Licensing of Sewage Works Operators, O. Reg 347 General Waste Management, O.Reg 851/90 Industrial Regulations, O.Reg 213/91 Construction Projects, O.Reg 490/09 Designated Substances, Ministry of the MECP compliance and reporting requirements for municipal sewage works.
  • Thorough knowledge of the following principles and standards: contract administration and management, CMMS, business planning and controls, asset management, inventory control, procurement methods, approaches, and practices including developing specifications and evaluation criteria and submission evaluation and scoring, protection of public health through the biological treatment of municipal wastewater, operation and maintenance of municipal wastewater collection systems, biosolids land application programs, wastewater quality management systems, contemporary management and effective labour relations principles, collective agreement administration, health and safety risks and precautions around municipal sewage works.
  • Demonstrated Ability to:
    • Lead and inspire innovation and the adoption of best practices that are results oriented.
    • Align Section programs and services with Branch, Department, Division, and Corporate goals, objectives and initiatives.
    • Promote a culture of continuous improvement and advance organizational competencies through effective skills development.
    • Identify, assess and prioritize risks to minimize, monitor and control the probability and/or impact of potential negative effects.
    • Effectively manage budgets, time, human resources to support the achievement of related goals and objectives.
    • Skillfully develop, monitor and appropriately adjust business plans, performance plans, risk management plans, operating plans and resourcing plans.
    • Develop, maintain, and lead Environmental Management Systems (EMS) and effectively support the required resources.
    • Lead, coach, mentor and support staff to build cohesive and motivated teams in a Unionized work environment.
    • Deliver a high standard of customer service and think/act strategically in a community service environment.
    • Identify complex problems, develop and evaluate options and implement solutions utilizing good judgement, sound reasoning, and defendable information.
  • Intermediate computer literacy using the following systems and software: Microsoft Office Suite (Excel, Outlook, Teams, PowerPoint, Access), database management systems, CMMS and inventory control software (CityWorks), Internet searches and information identification and retrieval.
  • Availability to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week.

Other Important Information

Location: Wastewater Treatment Facility, 249 Bradford St, Barrie, ON

Hours: The normal hours of work are 40 hours per week; however, some non-standard hours may apply.

Wage: This a permanent full-time non-union position with the following pay level and 2025 pay range:

  • Yearly Salary: $99,842.50 to $133,788.10
  • Hourly Pay Rate: $48.00 to $64.32
