Job summary

The Town of Milton in Ontario is seeking a Contract Licensing Supervisor to oversee licensing administration and Screening Officers, ensuring adherence to applicable bylaws and provincial legislation. The role manages day-to-day operations at the Licensing and Parking Enforcement counter and supports the Manager of Licensing & Enforcement.

This position is primarily in-office and requires strong leadership, process improvement, and exceptional customer service to deliver high-quality municipal

Qualifications

  • Post-Secondary diploma or degree in public administration or business or a related field
  • 3 years of experience in a related environment
  • 1 year of supervisory experience
  • Municipal environment experience preferred
  • Knowledge of Municipal Act, Provincial Offences Act, Highway Traffic Act and AGCO requirements
  • Strong interpersonal, communication, customer service and supervisory skills

Responsibilities

  • Recruits, selects, supervises, motivates and trains assigned staff
  • Supervises administrative staff and daily activities for efficient service
  • Resolve elevated customer inquiries following by-law guidance
  • Identify process improvements in Licensing and Enforcement services
  • Maintain records and reports for licenses, renewals and related actions
  • Provide frontline customer service and administrative functions in a fast-paced environment
  • Prepare correspondence and statistical information as required
  • Coordinate licensing with Planning, Engineering, Milton Fire and external agencies
  • Oversee scheduling of licensing appointments, renewals and appeals
  • Provide training and back-up support to staff and other duties as assigned
  • Respond to inquiries via telephone, email, counter and dispatch; liaise with other departments
  • Maintain professionalism under pressure and handle sensitive issues

Position Summary

Reporting to the Manager, Licensing & Enforcement, this position is responsible for the direct supervision of the licensing administration staff and Screening Officers to ensure staff and systems effectively adhere to applicable legislative and administrative requirements. Along with overseeing the issuance of licenses, this role is responsible for overseeing the day-to-day operations at the Licensing and Parking Enforcement customer service counter, including scheduling, assisting with escalated customer service issues and supporting the Manager of Licensing & Enforcement.

This role will be primarily in-office.

Major Job Responsibilities
  • Recruits, selects, supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality, organizational compliance with policies and procedures
  • Supervises administrative staff by assessing, prioritizing and having oversight on daily activities to ensure that services are provided efficiently and effectively
  • Authorized discretionary powers to resolve elevated customer inquiries in accordance with Town by-laws
  • Identifies opportunities for process and service improvement in Licensing and Enforcement customer service areas and develops and implements improvement initiatives
  • Ensures all records and reports are maintained with respect to all license, renewals, complaints and related actions
  • Provides superior front-line customer service and administrative functions in a fast paced, time-sensitive, municipal l environment;
  • Prepares, composes and responds to correspondence and statistical information, documentation and/or requests for information as required.
  • Maintains asset inventory, arranging service and maintenance of equipment as required, including liaising with internal departments and outside service providers to assist in identifying and resolving issues.
  • Prepares payment reconciliation reports for approved payments to suppliers and service providers.
  • Coordinates licensing issuance with the Town's Planning Department, Engineering Department, Milton Fire Department and external agencies
  • Oversee scheduling of licensing appointments and renewals and appeals
  • Provides encouragement, guidance, training and support to staff to fulfilling their key responsibilities.
  • Provides back-up support to other administrative functions and performs other related duties, as assigned, necessary departmental and corporate objectives, including those that may occur in unplanned or emergency situations.
  • Provides telephone, email, counter and dispatch services for the department by responding to routine enquiries and complaints from the public and staff. Transfers/directs enquiries to appropriate staff members, City departments and/or external agencies. Responds to base radio and dispatches calls to appropriate staff, as required.
  • Has the ability to routinely and in a professional and tactful manner work under pressure in stressful situations and deal with conflict as well as sensitive and confidential issues.
Education & Experience
  • Post-Secondary diploma or degree in public administration or business or a related field
  • 3 years of experience in a related environment
  • 1 year of experience in a supervisor capacity
  • Experience working within a municipal environment; preferably in licensing and enforcement or customer service
  • 3 years experience in municipal licensing is preferred
  • Working knowledge of the Municipal Act, Provincial Offences Act, Highway Traffic Act and AGCO legislative requirements
  • Strong interpersonal, communication, customer service and supervisory skills
