Job summary

The Town of Oakville is hiring for a Temporary Full Time position to review, analyze and issue business licenses, and to coordinate sign, noise and parking permits within the Municipal Enforcement Department.

Reporting to the Manager, Strategy and Support Services, you will handle licensing renewal, process payments, support dispute resolutions, and assist with hearings and records management in a fast-paced municipal setting.

Qualifications

  • Successful completion of a relevant post-secondary diploma such as public administration, business administration combined with at least three years of relevant experience in a related area of municipal or public enforcement environment.
  • MLEO completion of Part 1 Municipal Law Enforcement Foundation, or equivalent.
  • Successful completion of AMCTO Municipal Business Licensing Administration Course or equivalent.
  • Previous work in a municipal environment is considered an asset.
  • Strong analytical and problem solving skills with attention to detail.
  • Advanced communication skills (both verbal and written) to address inquiries and concerns from the public, including experience in dealing with difficult people.
  • Knowledge of business licensing, sign and parking by‑laws.
  • Demonstrated ability to read and interpret legislation.
  • Accurate and dependable cash and payment handling and reporting.
  • Excellent computer skills including proficiency with MS Office (Word, Excel, and Outlook), AMANDA, AIMS, GIS, SharePoint and Salesforce.
  • Demonstrated ability to work independently and as a team member.
  • Proficient time management skills and flexibility to handle shifting priorities and changing workloads in a fast-paced environment.
  • Ability to read and understand legal documents and maintain confidentiality.

Responsibilities

  • Responsible for license administration including receiving, processing, reporting and reconciling payments related to review, analysis and issuance of business licenses.
  • Coordinate work including receiving, processing, reporting and reconciling payments for sign, noise, parking permits and penalties in accordance with approved legislation, by-laws, policies and procedures.
  • Distribute work to associates and provide guidance helping address escalated issues.
  • Manage licensing renewal process and assist customers with online licensing process.
  • Review automated reports for licensing noncompliance and issue letters to unlicensed businesses, and includes initiating enforcement requests for service as required.
  • Coordinate new mobile sign locations, including maintaining location map.
  • Support dispute resolution process for penalties and tickets, including preparing and sending notifications and compiling documents, and scheduling meetings.
  • Coordinate and clerk administrative penalty hearings including communication all requirements for remote hearings.
  • Provide input, support and administration to various department projects relating to business licensing, permits and penalties.
  • Provides recommendations to online information and maintains web information.
  • Provide customer service and correspondence to various stakeholders relating to business licenses, permits and penalties, including escalated matters.
  • Support department’s records management, including archiving documents as per the retention by‑laws.
  • Maintain department accounts for Terraview and OnCorp and/or other accounts as required.
  • Issue and receive purchase orders for property standards/lot maintenance cases in accordance with by‑laws, policies and procedures.
  • Update AIMS ticket management system to maintain and improve processes and reporting including adding violation short form wording, creating hearing and screening schedules and creating/updating tickets, letters, permits and reports.
  • Use experience and knowledge to identify efficiencies and recommend process changes, review processes, recommend standard operating procedures, develop training documents and provide training and assistance to new staff.
  • Provide administrative support to department staff, including data entry, filing and other duties as assigned.
