Job summary

The Upper Thames River Conservation Authority (UTRCA) seeks a Supervisor, Finance & Accounting to lead the Authority’s accounting systems, financial reporting, budgeting, treasury functions, and controls.

You will guide the Finance Unit, manage annual budgets around $30 million, oversee audits, and provide financial analysis to support organizational decision-making. CPA designation and a bachelor’s degree are required, with at least five years in a senior finance role.

Qualifications

• CPA designation is required and a bachelor’s degree in Accounting, Finance, or a related field is expected.
• Five or more years in a senior finance or accounting role with PSAS knowledge is required.
• Experience with computerized financial systems (Sage ERP or similar) is strongly preferred.

Role Summary

The Supervisor, Finance & Accounting is responsible for the overall administration of the Authority’s accounting systems, financial reporting, budgeting, treasury functions, financial controls, auditing activities, and related policies and procedures. The position also provides leadership to the Finance Unit and supports organizational decision-making through financial analysis, planning, reporting, and risk management.

Responsibilities

• Develop, manage, and administer the software system, including system integrity, security, user access, training, support, imports, exports, and ongoing optimization.
• Lead administration of the budgeting system including configuration, integration with financial systems, reporting, security, and user training.
• Coordinate the development of organizational operating and capital budgets of approximately $30 million in collaboration with managers and support long-term financial planning initiatives.
• Prepare and oversee monthly management reports, quarterly financial reports, budget analyses, annual financial statements, statistical surveys, government reports, GST returns, charity filings, and other regulatory submissions.
• Manage treasury functions including cash flow forecasting, investments, banking relationships, reserve management, borrowing requirements, and statutory remittances.
• Oversee financial controls and accounting procedures to ensure compliance with Public Sector Accounting Standards, legislative requirements, Authority policies, and best practices.
• Manage year-end activities and coordinate all aspects of external audits, including preparation of working papers, financial disclosures, and responses to auditor requests.
• Oversee insurance administration including policy renewals, claims management, and risk mitigation.
• Provide financial advice, interpretation, and support to managers regarding programs, funding agreements, contracts, procurement, project planning, and operational decisions.
• Recommend and implement financial policies, procedures, and process improvements related to asset management, investments, accounting practices, and internal controls.
• Act as an authorized signing officer for payments, receipts, financial agreements, and other financial instruments as designated by the Authority.
• Supervise, coach, train, develop, and evaluate 3 finance staff.
• Participate on committees, support Board and Finance & Audit Committee activities, attend meetings as required, and undertake other finance-related assignments.

Qualifications

• Bachelor’s degree in Accounting, Finance, Business Administration, or a related discipline from a recognized post-secondary institution.
• A postgraduate degree in business or administration is considered an asset.
• CPA designation is required.
• A minimum of five (5) years of experience in a senior finance or accounting role.
• Advanced knowledge of Public Sector Accounting Standards (PSAS) and financial reporting principles.
• Extensive experience working with computerized financial systems, preferably Sage ERP or similar enterprise applications.
• Experience in the public sector, municipal sector, broader public sector, conservation authority environment, or other regulated organization is considered an asset.
• Strong analytical, organizational, leadership, communication, and problem-solving skills.
• Ability to handle confidential and sensitive information with discretion.
• Successful candidate will be required to provide a satisfactory Criminal Record and Judicial Matters Check in accordance with organizational policy.
