Job summary

Google is seeking a Senior Business Planning and Workforce Manager to join the Technical Infrastructure team in Waterloo, Ontario. You will lead end-to-end headcount governance, regular reporting cycles, and executive reviews, translating strategy into staffing plans and partnering with Finance, HR, and Pillar Leads.

Qualifications

• Bachelor's degree or equivalent practical experience.
• 7 years of experience in Workforce Management, resource management, strategic capacity planning, or business operations within a global support or technology organisation.
• Headcount modelling experience, including managing approval governance or leading operational sizing for multi-regional teams.
• Proficiency with Google Workspace tools including Google Sheets for data modelling, Slides for executive decks, and Docs for narrative proposals.
• MBA, Master's degree, or CSCMP certification is preferred.
• Experience shaping job families, role architectures, and skills frameworks during transformations (preferred).
• Familiarity with BI/Engineering collaboration to automate reporting workflows, data pipelines, and dashboards (preferred).
• Proven track record presenting complex workforce models and strategic trade-offs to senior leadership (preferred).

Responsibilities

• Lead end-to-end headcount governance, including approvals, regular reporting, and executive review cycles.
• Partner with Finance, HR, and Pillar Leads to maintain a single source of truth for budgeted and actual headcount, with variance analysis and risk assessments.
• Build resourcing models for both volume (case/real-time) and non-volume (project/enablement) environments.
• Translate strategic initiatives into explicit staffing plans, establishing baseline work drivers and scalable sizing standards across support tiers.
• Define Cloud Support's job architecture, including role boundaries, job families, and career expectations.
• Model AI deflection capacity dividends and determine human-in-the-loop specialisations.
• Partner with data engineering to automate headcount reporting, roster reconciliation, and forecasting dashboards.
• Design standardised metrics, capacity alerts, and self-serve operational views for stakeholders across the organisation.
