At the crossroads of operational delivery, resource planning, and workforce architecture, Google is looking for a Business Planning and Workforce Manager to join the Technical Infrastructure team in Waterloo, Ontario. This is a senior, high-impact role that shapes how Google's global support workforce is planned, structured, and scaled — particularly as AI-assisted operations reshape the delivery landscape.
You'll sit at the leadership level, driving headcount governance, supply-demand modelling, and role architecture design across multi-regional teams. Day-to-day, this means translating complex strategic initiatives into concrete staffing plans, automating reporting workflows alongside data engineering partners, and presenting workforce trade-offs to VP-level stakeholders.
As the Business Planning and Workforce Manager, you will lead end-to-end headcount approvals, regular reporting cycles, and executive reviews. Working in close collaboration with Finance, HR, and Pillar Leads, you'll maintain a synchronized single source of truth for budgeted and actual headcount — including variance analysis, risk assessments, and hiring velocity tracking. You'll also build resourcing models for both volume-driven and project-based environments, translating strategic priorities into explicit staffing plans with scalable operational sizing standards across support tiers.
Beyond planning, you'll define Cloud Support's job architecture — establishing role boundaries, job families, and career expectations. You'll architect emerging roles, determine human-in-the-loop specialisations, and model the capacity dividends made possible by AI deflection. This role also involves partnering with data engineering to automate headcount reporting, roster reconciliation, and forecasting dashboards, while designing standardised metrics and self-serve operational views for stakeholders across the organisation.
