Job summary

The City of Toronto is seeking an experienced procurement professional to lead end-to-end purchasing and contract administration in the Children's Services division. You will supervise staff, manage budgets, and ensure compliance with municipal regulations while coordinating with external vendors and internal stakeholders to optimize service delivery.

Responsibilities include drafting RFPs/RFQs, processing purchase orders, and leveraging SAP-based systems for reporting and contract management.

Qualifications

• Post-secondary education in a relevant discipline or equivalent experience.
• Extensive experience in end-to-end procurement and contract administration.
• Experience developing procurement specifications, evaluation criteria and reports.
• Experience analyzing procurement, expenditure, and performance data.
• Experience using ERP systems like SAP Ariba or SAP S4/HANA.
• Strong leadership, coaching and employee relations skills.

Responsibilities

• Implement detailed plans and policies for program requirements.
• Supervise, motivate, train staff and promote teamwork and innovation.
• Manage day-to-day staff scheduling, overtime, and performance reviews.
• Administer division budget within approved limits.
• Procure goods and services via purchase orders and RFx processes.
• Prepare inputs to SAP for purchase orders and contract releases.
• Draft specifications, RFPs and RFQs for goods and services.
• Ensure compliance with municipal and provincial purchasing regulations.
• Evaluate bids and select suppliers, coordinating deliveries.
• Liaise with vendors and divisions to resolve disputes and ensure contract compliance.
• Provide guidance on purchasing plans and budgets, including automated systems.
• Support reporting, analytics and development of procurement library.
• Assist in lease rates and service shelter agreements; manage property purchases.
