The project you will you be working on:
The Ontario Line (“OL”) is a fully integrated, stand-alone, rapid transit system that connects Ontario Science Centre to the Exhibition and Ontario Place grounds. The Northern Civil, Stations and Tunnel (“NC”) project consists of approximately 7 kms of underground subway and elevated guideway, with stations along the segment providing connections to surface bus and streetcar routes. The NC project has been divided into two main progressive design-build contracts: (1) the Elevated Guideways and Stations Contract (“EGS”) and the Pape Tunnel and Underground Station Contract (“PTUS”), with supporting Early Works.
JOB SUMMARY
As an Environmental Manager, you are responsible for ensuring that construction activities comply with environmental laws, regulations, and standards. Under the direction of the Environmental Director, you will manage all environmental and sustainability issues associated with the Project on a day-to-day basis, including overseeing the environmental monitoring and follow-up program in accordance with the environmental TGP’s Environmental Management System, management plans.
As an Environmental Manager you will directly supervise senior environmental specialists and guide the activities and services of environmental subject matter experts in a range of specialities. By overseeing compliance efforts, implementing mitigation measures, conducting training, and fostering stakeholder engagement, the Environmental Manager contributes to the successful delivery of large scale, key infrastructure projects
RESPONSIBILITIES
- Collaborate with the Permits License Approvals and Agreements (PLAA) Manager to identify, apply for, and secure necessary environmental permits and approvals from regulatory agencies.
- Establish environmental monitoring and auditing protocols to assess project activities' compliance with environmental requirements.
- Identify opportunities for sustainable design, construction, and operation practices to enhance project sustainability and environmental stewardship.
- Lead the development of the Environmental Management System (EMS) and supporting plans.
- Participate in Working Group Meetings.
- Ensure that all design deliverables and project activities during the development phase comply with the project requirements, relevant environmental laws, regulations, and permits.
- Stay informed about changes in environmental regulations and ensure that project activities remain compliant throughout the project lifecycle.
- Ensure that all required permits and approvals are obtained in a timely manner to avoid project delays and compliance issues.
- Collaborate with project teams to develop and implement sustainability initiatives aimed at minimizing environmental impacts and promoting resource conservation.
- Conduct regular audits and assessments to evaluate environmental performance, identify non-compliance issues, and assess the effectiveness of mitigation measures.
- Develop and implement mitigation measures to address environmental impacts identified during project planning, design, and construction phases.
- Coordinate with project teams and subcontractors to implement mitigation measures effectively and ensure compliance with environmental standards.
- Develop and conduct training programs for project personnel on environmental responsibilities, regulations, and best practices.
- Promote environmental awareness and accountability among project team members to ensure adherence to environmental requirements and standards.
Stakeholder Engagement:
- Engage with regulatory agencies, stakeholders, and community groups to address environmental concerns, obtain feedback, and promote transparency in project activities.
- Respond to inquiries and concerns regarding project-related environmental issues in a timely and transparent manner.
- Prepare and submit environmental reports to regulatory agencies and project stakeholders as required by permits, regulations, and project agreements.
- Ensure that environmental performance data and documentation are accurate, complete, and up-to-date for reporting purposes.
- Identify potential environmental risks and liabilities associated with project activities and develop strategies to mitigate risks effectively.
- Monitor environmental trends and emerging issues to proactively address potential environmental risks and ensure compliance with regulatory requirements.
WORK CONDITIONS
- 90% Office, 10% Field. Collaborative and fully engaged with client.
DESIRED SKILLS, KNOWLEDGE, COMPETENCIES
- Ten (10) years of work-related experience on projects of similar size, scope, and complexity to the Project;
- Degree from a recognized post-secondary institution with specialization in environmental science, environmental planning, environmental engineering, geography or another related discipline;
- Knowledge of the Province of Ontario’s Transit Project Assessment Process, GO Transit Class EA Document, and Environmental Assessment Act (Ontario);
- Experience in successfully managing all Environmental Aspects of transit projects in the Province of Ontario;
- Knowledge of relevant federal and provincial environmental policies, procedures and legislation;
- Experience liaising with other specialty consultants, contractors and Governmental Authorities; and
- Experience with similar projects in the Province of Ontario;
- P.Geo, and, or Qualified Person (QP) in good standing is desirable;
- Experience in the application of Ontario Regulation 406/19 to soils management and construction considered an asset.
