Job summary

BC Hydro is seeking an experienced Professional Engineer to lead NERC CIP compliance for transmission station OT assets. The role focuses on cybersecurity controls, risk management, and governance across SCADA and protection systems.

Qualifications

Responsibilities

  • Serve as technical SME for NERC CIP compliance and cybersecurity controls across Protection & Control, SCADA, teleprotection and ICS assets.
  • Lead compliance activities affecting transmission station OT assets and ensure CIP requirements are implemented and maintained.
  • Support audits, self-certifications, evidence reviews, and root cause analyses with stakeholders.
  • Identify compliance obligations and risks from changes to technical and operational projects.
  • Develop and improve engineering standards, procedures, and governance documentation.

What you’ll do
  • Serve as BC Hydro's technical subject matter expert for transmission station NERC CIP compliance, providing engineering leadership and guidance on compliance requirements, cybersecurity controls, and risk management practices applicable to Protection & Control, SCADA, teleprotection, automation, and Industrial Control System assets.
  • Lead and support compliance activities affecting transmission station operational technology assets, ensuring NERC CIP requirements and cybersecurity controls are effectively implemented, sustained, and maintained throughout the asset lifecycle.
  • Provide technical leadership and support for audits, self-certifications, evidence reviews, vulnerability assessments, investigations, root cause analyses, corrective action plans, mitigation plans, and regulatory engagements with WECC and other governing bodies.
  • Assess technical, operational, and project changes to identify compliance obligations, cybersecurity risks, implementation requirements, and potential impacts to regulatory compliance.
  • Develop, maintain, and improve engineering standards, technical guidance, procedures, compliance controls, and supporting documentation that enable effective governance and audit readiness.
  • Prepare signed and sealed engineering deliverables as a Professional of Record (PoR) in accordance with EGBC and BC Hydro design practices.
  • Champion professional engineering practice by supporting compliance with EGBC quality management requirements, BC Hydro standards, and industry best practices.
  • Represent BC Hydro through audits, industry forums, working groups, and technical committees while effectively communicating complex compliance and technical matters to diverse audiences.
  • Mentor and support engineers and technical staff, fostering knowledge sharing, professional development, accountability, and continuous improvement.
What you bring
  • Degree in Electrical Engineering or a related engineering discipline from a recognized university. Preferred areas of study include power engineering, control systems, telecommunications, computer engineering, systems engineering.
  • Registered, or eligible for immediate registration, as a Professional Engineer (P.Eng.) with Engineers and Geoscientists BC (EGBC), and proficient with EGBC quality management guidelines, continuing education requirements, and code of ethics.
  • A minimum of 8 years of progressive and comprehensive engineering experience in transmission power systems, industrial control systems, telecommunication networks, cybersecurity, or systems engineering. Candidates with lesser experience may be considered and evaluated for placement at a lower level.
  • Strong, demonstrated experience in NERC CIP compliance and cybersecurity for IC/S infrastructure and operational technology environments.
  • Working knowledge of Protection & Control systems, SCADA systems, teleprotection systems, remedial action schemes (RAS), industrial control networks, PLCs, RTUs, and HMIs, with the ability to interpret CIP requirements and translate them into practical engineering and operational solutions.
  • Experience supporting audits, compliance programs, investigations, corrective action initiatives, or governance programs, including violation investigations, root cause analysis, and mitigation plan development.
  • Proficiency with data analytics and scripting tools (e.g., PowerShell, Python, Excel VBA, Microsoft Access) and OT device port scanning is desired.
  • Strong analytical, problem-solving, risk assessment, and technical writing skills, with a good understanding of project and task management processes.
  • Proactive in ongoing professional and personal development, such as self-study, technical and administrative courses, and participation in technical and professional societies.
  • Ability to influence outcomes, build consensus, and collaborate effectively across multidisciplinary teams.
  • Excellent leadership, written, verbal, and technical communication and presentation skills, with the ability to convey complex technical and regulatory concepts to diverse audiences.
