Description

Responsibilities include translating technical system specifications into working, tested applications. This involves developing detailed programming specifications, writing and generating code, and compiling data-driven programs.

Skills

Technical Skills and Experience (50%)

• Thorough knowledge of large-scale, complex systems analysis, design, development, programming languages, internet/intranet technology, and emerging technologies.
• Ability to understand government strategies, policies, and procedures.
• Experience with technologies such as .NET, JEE, Microsoft SQL Server, JavaScript frameworks, Web Service frameworks and protocols.
• Experience in Data Analytics & Business Intelligence using PowerBI, MS Fabric, Dax, and M query.
• Designing cloud-based solutions with Azure and AWS, using Cloud API, Functions, and Azure SQL.
• Proficiency in XHTML, HTML5, JavaScript, jQuery, Ajax, AngularJS, Bootstrap, XSLT, and XML.
• Experience developing in .NET platforms using Blazor/Razor WASM and Server frameworks, especially in C#.
• Experience with Cross-Platform Mobile App Development, using Ionic Framework, Cordova, etc.
• Knowledge of application and web servers like IIS, Apache, WebLogic.
• Object-oriented programming and design patterns.
• Designing multi-threaded applications, APIs, code optimization, refactoring, debugging.
• Understanding of continuous integration, concurrency patterns, security concepts (authentication, encryption, SSL), PKI.

• Leading complex IT projects, managing teams and external consultants, ensuring timely delivery.
• Handling multiple and multi-year projects.

Analytical and Problem-Solving Skills (20%)

• Resolving technical problems, conducting research, assessing client needs, leading design projects, developing recommendations.
• Developing technical design features and alternatives for hardware, software, and security systems.

• Preparing reports, explaining technical solutions to stakeholders.
• Collaborating with project staff and external stakeholders, monitoring vendor contacts, participating in IT committees.

Must Have

• Experience in .NET platforms with Blazor/Razor WASM and Server frameworks, developing in C#.

• Design and development experience with multi-threaded applications, APIs, code optimization, refactoring, debugging.
