Job description

IO’s Finance, Technology, and Lending Team ensures that IO is a financially efficient and effectively managed organization and that the agency’s finances are monitored, reported, and managed appropriately. The team also manages the infrastructure lending program and IO’s Information Technology and Business Services, providing tools and systems to ensure secure, effective, and efficient operations.

The Loan Program is one of IO’s five business lines and has helped support more than $22.6 billion in local infrastructure investments across Ontario. It provides affordable, long-term financing to public sector clients, allowing them to modernize and renew their infrastructure.

The Loan Program has helped hundreds of clients deliver thousands of community projects in all parts of Ontario and used to revitalize roads and bridges, build new recreation centres and affordable housing units, and purchase equipment like fire trucks and energy-efficient streetlights.

Position Purpose:

As the Senior Vice President, Lending, you will lead the customer relations, loan operations and underwriting functions in a coordinated manner to deliver lending solutions to eligible organizations. You will collaborate with the credit risk team to develop client solutions and ensure the efficient and effective delivery of lending services. This role also includes developing and implementing lending operating standards and procedures in compliance with IO’s Credit Risk Appetite and Credit Risk Policy and acting as a strategic advisor to the CFO on lending related matters. In this role you will be reporting to the Chief Financial Officer.

What You Will Do:

  • Develop and oversee an end-to-end loan program business development approach, including brand management, conducting research, engaging in market outreach, targeting key markets, personal customer service, underwriting and loan program administration to yield new loan business opportunities and new revenues.
  • Conduct loan application underwriting and due diligence analysis to make recommendations to the respective approval committees including explanations for recommended covenants and security to protect IO’s interests in line with IO’s credit risk appetite/policy and lending guidelines.
  • Oversee the overall lending process, with primary responsibility to develop, implement and document lending operating standards and procedures. Lead discussions with the CFO and lending leadership team on loan issues identified; assessing risks, options and recommendations.
  • Lead discussions with the Ministry of Infrastructure on loan issues and/or program/policy direction, providing awareness and insight on IO’s lending operations, including risk appetite, to help drive value while managing credit risks.
  • Lead discussions with client ministries and borrowers to structure transactions that satisfy client and borrower needs while operating within IO’s risk parameters.
  • Contribute to, and participate in, presentations to diverse stakeholder groups on overall lending portfolio activity, highlighting portfolio composition, performance against budget, pipeline of loans, key initiatives and complex transactions.
  • Lead the promotion of IO products and services to the municipal sector as part of IO’s overarching strategic initiative; while providing objective, strategic advice on transactions that could help improve service delivery.
  • Lead the implementation of technology solutions and process enhancements to improve loan reporting and analysis.
  • Be a key executive-level contributor to development of staff at IO, through team leadership and act as the business lead/key point of contact for Lending within IO.

What We Are Looking For:

  • Over 15 years of progressive leadership experience in the lending field, including experience in complex transaction (re) structuring.
  • University degree with a professional designation or advanced degree (MBA) as an asset.
  • Knowledge of public sector infrastructure lending and risk environment, corporate finance principles and a solid understanding of infrastructure financing.
  • Solid understanding of underwriting and credit risk principles, in order to review financing proposals, build/review financial models for loans, and develop analytical tools.
  • A proven track record of success with a reputation for providing both vision and results.
  • Experience working in complex matrix (multi stakeholder) environments is an asset. Experience working with key broader public sector executives is also an asset.
  • Proven skill at building positive, professional relationships at all levels to persuade and influence multiple partners in the development and implementation of projects/initiatives across organizational boundaries.
  • Proven leadership skills as a member of the senior management team and in creating, communicating and implementing a vision for staff and other executives.
  • Inspiring team leadership skills with a proven track record in building and developing high performing teams, empowering performance, and promoting and modelling a healthy and respectful workplace.

What's In It For You:

  • Commitment to creating a diverse, equitable and inclusive culture that promotes a sense of belonging and represents and reflects the needs of the communities we serve.
  • A flexible, hybrid work approach that allows colleagues to find balance between their professional and personal lives and making the most of the benefits of working remotely and purpose-driven in-person collaboration opportunities.
  • Access to our $7,500 Healthcare Spending Account to top up expenses not covered in the benefits program and a Lifestyle Account that expands the eligibility of health and wellness options and can include coverage for gym memberships and fitness equipment, nutrition counselling or financial planning.
  • Support for professional development opportunities for all colleagues through a broad range of learning programs that include in-person and online training, leadership development, and support for colleagues’ well-being. IO will also cover the costs associated with up to two membership and license fees per year for eligible colleagues if directly related to the employee’s role.
  • Access to a suite of virtual healthcare options to support non-urgent medical needs.
  • A convenient, central location at 1 Dundas St West, easily accessible by public transit.
