Job summary

Colas Canada Inc. seeks an experienced Testing and Commissioning Lead - Traction Power for the Edmonton Valley Line West LRT project. You will drive TPSS testing, energization, and system readiness across design, construction, testing, commissioning, and handover stages.

The role requires 10+ years in rail power projects, 5+ years in TPSS/ HV/MV commissioning, and strong leadership with safety and stakeholder management. On-site work in Edmonton with cross-functional teams is expected.

Qualifications

• Degree or diploma in Electrical Engineering, Power Engineering, or related discipline.
• Minimum 10 years of experience in railway, transit, utility, or power infrastructure projects.
• Minimum 5 years leading Testing & Commissioning activities for TPSS, HV/MV substations, traction power systems, or rail electrification projects.
• Experience commissioning DC Traction Power Substations, Rectifier Systems, MV/LV distribution, protection relays, grounding, and OCS interfaces.
• Strong understanding of V&V processes, safety assurance, and system integration methodologies.
• Experience coordinating with Owners, EORs, ISAs, Contractors, OEMs, and Operations teams.

Responsibilities

• Develop and implement the TPSS Testing & Commissioning strategy, plans, procedures, schedules and work packages.
• Lead the preparation, review, approval and execution of all TPSS test procedures (Factory, Site, Integration, and Performance).
• Coordinate commissioning for TPSS, DC Rectifier Systems, MV/LV Power, Protection and Control.
• Manage interfaces between TPSS and other railway systems including Signaling, Communications, Trackwork, OCS, Vehicles, and Integrated Control Centers.
• Lead Site Acceptance Testing (SAT), System Integration Testing (SIT), and final acceptance activities.
• Verify construction completion and system readiness before testing begins.
• Direct and supervise subcontractors, vendors, OEMs and commissioning teams during energization.
• Lead energization planning, switching procedures, isolation plans and permits.
• Ensure testing aligns with project specs, codes, standards, city rules and safety regs.
• Review NCRs, deficiencies, punch lists and commissioning issues.
• Monitor testing progress, KPIs, risks and readiness milestones.
• Coordinate witness testing with Client, EOR, AHJ and independent assessors.
• Ensure collection of commissioning docs: test records, certificates, as-built docs, turnover.
• Support safety certification, operational readiness, revenue service demonstration and handover.
• Maintain strict adherence to on-site safety and quality requirements during all testing activities.
