Job summary

Colas Canada Inc. is seeking a Testing and Commissioning Coordinator - LRT Signals to lead the Rail and Systems team on the Edmonton Valley Line West LRT project.

You will manage design coordination, procurement, installation and commissioning across signaling, electrical, and communications interfaces, ensuring safety and compliance. The role requires a degree in engineering or related field, 10+ years in rail projects, and strong leadership to drive multi-disciplinary teams to on-time delivery

Qualifications

  • Diploma or degree in Engineering, Technology, Computer Science, or related field.
  • Additional qualifications in project management (e.g., PMP, Prince2) are a plus.
  • Minimum 10 years in rail or infrastructure projects with at least 3 years of experience with Systems (e.g., TCS, TRPS, ATP, CTC).
  • Experience with Tram/LRT systems is an asset.

Responsibilities

  • Coordinate design, procurement, installation and commissioning activities for the System.
  • Ensure integration of the scope with other systems and align with project schedule.
  • Lead Testing and Commissioning phase and coordinate pre-installation tests.
  • Review SAT/SIT procedures and manage NCRs for timely resolution.

  • Enforce safety protocols during construction, testing and commissioning.
  • Coordinate final documentation including O&M manuals, as-builts and warranties.
  • Lead weekly progress meetings and communicate with stakeholders.

The Testing and Commissioning Coordinator - LRT Signals will be a key member of the Rail and Systems team, reporting to the Testing and Commissioning Manager, and supporting the day-to-day activities for the delivery of the assigned System package within the project’s allotted time, budget, quality, and safety requirements. This role encompasses the full lifecycle of the system, from design coordination through construction, testing, commissioning (T&C), and post-construction activities until final handover.

Main Responsibilities
  • Assist in coordinating the design, procurement, installation, and commissioning activities for the assigned System.
  • Ensure the integration of the assigned scope with other systems (e.g., Signaling, Electrical, Communications, Traffic Control, Interfaced systems, etc.) and maintain alignment with the overall project schedule.
  • Track progress on design, ICDs, RFIs, procurement, and other KPIs.
  • Review subcontractor documents, administer the Aconex review process, and package documents for submission to the City or EOR.
  • Lead and manage the Testing and Commissioning phase, ensuring the pre-installation tests are coordinated with subcontractors and all systems are ready for operational readiness.
  • Review and witness Site Acceptance Testing (SAT) and System Integration Testing (SIT) procedures.
  • Resolve Non-Conformity Reports (NCRs) and ensure timely resolution of issues.
  • Resolve interface issues between vendors and ensure smooth coordination across systems.
  • Manage Factory Acceptance Testing (FAT) and follow up on schedules for installation and testing.
  • Enforce safety protocols during construction, testing, and commissioning phases.
  • Ensure conformance of activities and deliverables to the project’s quality requirements and apply corrective measures as necessary.
  • Coordinate final documentation, including Operation & Maintenance (O&M) manuals, as-builts, spare parts, and warranty certificates.
  • Assist in post-construction activities, including performance demonstrations during the defect notification period.
  • Lead weekly progress meetings, document and circulate meeting minutes.
  • Coordinate with internal and external stakeholders to ensure smooth progress and resolution of any issues.
Requirements
  • Diploma or degree in Engineering, Technology, Computer Science, or related field. A combination of experience and education will be considered.
  • Additional qualifications in project management (e.g., PMP, Prince2) are a plus.
  • Minimum 10 years in rail or infrastructure projects with at least 3 years of experience with Systems (e.g., TCS, TRPS, ATP, CTC, etc.).
  • Experience with Tram/LRT systems is an asset.
  • A background in systems engineering, requirements management, and verification & validation (V&V) processes is highly desirable.
Skills, Competencies, Attributes
  • Strong understanding of interfaces between systems, facilities, and vehicles (e.g., Light Rail Vehicle), and experience in system integration.
  • Knowledge of safety protocols in rail operations and T&C phases.
  • Excellent communication skills in English (French is a plus) and proficiency in documentation and reporting tools.
  • Familiarity with the AFP/PPP/P3 construction project models, along with hands-on experience in testing and commissioning, particularly in railway or large infrastructure projects.
  • Previous leadership experience, including managing teams and subcontractors, is essential.
  • Strong problem-solving and analytical skills.
  • Ability to lead and coordinate multi-disciplinary teams.
  • Proficient in interfacing with stakeholders at all levels and in a variety of technical disciplines.
  • Demonstrated commitment to safety, especially in dynamic testing and energization phases.
  • Ability to adapt and apply lessons learned to improve processes and overcome project challenges.
  • Ability to negotiate the terrain of an in-process construction site, including climbing stairs and ladders, steep/ slippery terrain, walking, and working outdoors in all types of Edmonton weather and conditions.
