Senior Technical Lead - Capital and P3 Operations

The Department of Finance has the mandate to provide leadership and direction to the public service in all areas of finance and human resource management. This mandate includes negotiating major financial arrangements with the federal government, providing analysis and advice to the Financial Management Board, and ensuring that financial and information resources are managed effectively, efficiently and economically. This mandate also includes the recruitment and retention of a competent public service that is representative of the people it serves andthe development of programs and services that effectively serve the human resource needs of the public service.

The Senior Technical Lead - Capital and P3 Operations is the primary financial and technical expert responsible for overseeing the capital budgeting process and Public-Private Partnership (P3) financial frameworks for the Government of the Northwest Territories. This role ensures that capital investments, financial models, and P3 agreements are structured to optimize fiscal sustainability, manage long-term risk exposure, and enhance economic efficiency, while fully complying with GNWT legislation, policies, and accounting standards.

Key Responsibilities

  • Lead the development and refinement of GNWT's capital budgeting frameworks and financial analysis models, ensuring that capital investment strategies are aligned with fiscal policies, long-term infrastructure planning and regulatory requirements.
  • Provide expert financial oversight and analysis for P3 projects, conducting risk assessments, financial modeling and due diligence to ensure sound fiscal management and compliance with GNWT's P3 Policy Framework.
  • Ensure compliance with financial governance structures, including the Financial Administration Act (FAA), Public Sector Accounting Standards (PSAS), and GNWT's policies, by providing expert-level guidance and ensuring that capital budgeting processes and P3 projects adhere to all legislative and regulatory standards.
  • Provide expert-level financial reporting and strategic advice on capital budget planning, P3 structuring, and long-term fiscal impact, ensuring that decision-makers are equipped with comprehensive, data-driven insights to guide policy and project decisions.
  • Engage and collaborate with internal and external stakeholders, including federal agencies, private sector partners, and financial institutions, to provide expert-level consultation on capital financing strategies, P3 project structuring, and alternative funding models.

Key Qualifications

  • Bachelor's Degree in a relevant field such as Finance, Accounting, Economics, Business Administration, Public Administration, or Engineering; or a professional accounting designation and a minimum of five (5) years of experience in capital budgeting public sector financial management, and/or P3 project management.
  • Completion of a three (3) year diploma in a related field and six (6) years of directly related experience.
  • Directly related experience can include, but is not limited to:
    • Capital budgeting and capital planning for public infrastructure or major capital assets;
    • Public sector financial management, fiscal planning and expenditure management;
    • Development, evaluation, and prioritization of capital investment plans and business cases;
    • Infrastructure planning and asset investment analysis;
    • Public-Private Partnership (P3 project development, procurement, oversight or contract management); or
    • Strategic planning and financial analysis supporting government or public-sector infrastructure investments.
  • All other equivalencies will be assessed on a case-by-case basis.
