Job summary

Canada Mortgage and Housing Corporation (CMHC) in Ottawa, ON seeks a Senior Specialist, Compliance and Risk Governance to strengthen CMHC's relationship with OSFI through ongoing regulatory engagement. You will interpret OSFI expectations, align practices with governance processes, and support risk-based decision making.

You will collaborate with CMHC stakeholders to manage regulatory issues, develop remediation initiatives, and promote a culture of sound risk management aligned with CMHC's

Qualifications

  • Undergraduate degree in business, finance or commerce.
  • Professional designation required (CPA, CRM, FRM).
  • Minimum 7 years of experience in compliance and risk governance, OSFI context a plus.
  • Knowledge of risk management, assurance and governance.
  • Superior written and oral communication with persuasive presentation skills.
  • Advanced critical thinking and problem-solving abilities.
  • Ability to manage multiple priorities under tight time constraints.

Responsibilities

  • Serve as the primary liaison with OSFI, coordinating responses with business lines and oversight functions.
  • Provide guidance on OSFI expectations and internal governance to strengthen risk posture.
  • Monitor alignment with OSFI guidance, identify gaps, and support policy enhancements.
  • Lead OSFI regulatory compliance and risk governance cycles and three-lines-of-defence oversight planning.
  • Track OSFI developments and advise senior leadership on implications and actions.
  • Provide consolidated reporting on OSFI matters to senior management and the Board.

About The Role

Join the Compliance Office team, in the Senior Specialist, Compliance and Risk Governance position, where you will contribute to strengthening CMHC's relationship with the Office of the Superintendent of Financial Institutions (OSFI) through ongoing engagement on compliance, governance, and risk management matters. In this role, you will provide expert support in interpreting and assessing OSFI expectations, helping business areas understand regulatory requirements and align practices, controls, and governance processes accordingly.

You will work closely with stakeholders across CMHC to support the proactive management of regulatory issues, and contribute to the development and implementation of remediation and improvement initiatives. Drawing on your knowledge of compliance and risk governance, you will help ensure that regulatory considerations are effectively integrated into business decision-making, reporting, and governance processes. Through these activities, you will support the effectiveness of the Three Lines Model, contribute to strong corporate governance, and promote a culture of sound risk management in support of CMHC's business objectives and strategic priorities.

What You'll Do
  • Serve as the primary liaison with OSFI, maintaining effective relationships and ensring timely, accurate, and consistent responses through collaboration with business lines and oversight functions.
  • Provide guidance on OSFI regulatory expectations and internal governance frameworks, supporting business lines in strengthening risk posture and promoting a culture of regulatory compliance, accountability, and risk awareness.
  • Provide second line oversight by monitoring alignment with OSFI guidance and internal frameworks, identifying gaps or control deficiencies, recommending corrective actions, and supporting policy and framework enhancements.
  • Lead the development and implementation of OSFI regulatory compliance and risk governance review cycles and coordinate three-lines-of-defence oversight planning to ensure focus on areas of highest risk.
  • Monitor OSFI regulatory developments, emerging practices, and industry trends, advising senior leadership on implications and required actions.
  • Track commitments and action plans and provide consolidated reporting on OSFI matters, compliance activities, and progress against regulatory observations to senior management and the Board.
What You Should Have
  • An undergraduate degree in a related field, such as business, finance or commerce.
  • A professional designation in a related field is required (CPA, CRM, FRM).
  • A minimum of 7 years of prior relevant experience in compliance and risk governance, especially in the context of relationship with OSFI.
  • In-depth knowledge of the area of specialization, industry standards and frameworks, risk management, assurance and oversight.
  • Superior written and oral communication skills, including strong influencing and negotiating skills. Ability to deliver a persuasive, clear presentation of ideas that will convince others and gain acceptance of proposals or plans.
  • Advanced critical thinking, analytical and problem-solving skills with demonstrated ability to capture and synthesize information to develop recommendations and provide advice.
  • The ability to establish and maintain effective and trustworthy working relationships.
  • The ability to plan and manage multiple, concurrent priorities, and work under tight time constraints.
