The Ontario Securities Commission is looking for a Senior Research Analyst to apply analytical skills on regulatory issues, ensuring better regulatory outcomes through comprehensive research. The role involves developing research standards, monitoring market trends, and engaging with internal and external stakeholders while fostering collaboration across diverse sectors.
The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontarios capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair improper or fraudulent practices to foster fair efficient and competitive capital markets and confidence in the capital markets to foster capital formation and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy operational and enforcement activities. The OSC also contributes to national and global securities regulation development.

Reporting to the Senior Vice President of Thought Leadership the Senior Research Analyst will apply analysis to regulatory issues and promote better regulatory outcomes through the economic and / or research analysis.
Support the Commission with high quality advice in its policy priority and emerging risk processes.
Lead the collection analysis and interpretation of information along with participating in the policy rationale process
Further the organizations knowledge and understanding of market development and trends
What you will be doing :
Develop standardized processes protocols quality assurance and strategic prioritization for our overall research program. This would include expected research standards and peer reviews requirements.
Monitor and analyze developments in capital markets including technological innovations and shifts in investor demographics to anticipate regulatory needs and challenges.
Have a deep understanding of the securities regulatory environment (domestic and international) and the applicable regulatory framework including the Ontario Securities Act and key elements of applicable regulation in other Canadian and international jurisdictions.
Prepare detailed research reports and presentations that summarize findings implications and recommendations for senior leadership and stakeholders ensuring that all research topics have received the necessary approvals before proceeding.
Collaborate with the communications team to effectively disseminate research findings and insights to stakeholders ensuring that information is accessible and actionable.
Continuously assess and refine research processes to enhance efficiency output quality and alignment with the OSCs strategic objectives.
Stakeholder Engagement and Thought Leadership :
Build and maintain strong relationships with internal departments market participants industry organizations and academic institutions to foster collaboration and enhance research relevance.
Serve as an effective liaison with external stakeholders domestically including the Canadian Securities Administrators (CSA) market participants and Heads of Agencies (HOA) constituent organizations such as OSFI the Bank of Canada and Federal Finance.
Establish and maintain effective liaison with international stakeholders including IOSCO the Financial Stability Board (FSB) and other securities regulators to share insights and best practices.
Prepare and present research reports to senior leadership and external stakeholders ensuring clarity and accessibility of complex information for various audiences.
Actively participate in industry discussions and forums to share insights and gather feedback on research initiatives enhancing the OSCs influence and visibility.
The Senior Research Analysts role is to design and deliver highquality analysis support of the OSC s mandate and goals. This involves designing research studies and reports that provide policy relevant analysis and recommendations
Identifying and evaluating data sources and determining the appropriate method of storing that data.
Conducting background research including identifying and critically evaluating previous relevant studies
Managing relationships with other staff to identify areas where research and analysis can add value to existing or proposed policy initiatives
Demonstrating superior communications skills and the ability to present research results in a way that is accessible to all stakeholders (staff management Commissioners etc.).
Providing results within agreed timelines and keep client informed if deadlines cannot be met
Provide high quality advice guidance and analysis to OSC staff and
executives
Partner with other OSC branches as part of the policy development process to ensure the Commission identifies initiatives that address evidenced issues in the market and weighs the costs and benefits of regulatory alternatives.
Support the Commission with high quality advice in its policy priority and emerging risk processes;
Support staff by identifying approaches that rely on facts and quantitative analysis to identify concerns and proposed regulatory responses.
Work with staff to identify opportunities to increase the organizations knowledge of certain activities and assist in developing approaches to collecting and using data.
Prepare briefing notes and deliver presentations
Maintain an awareness of market trends and their relevance to the OSC
Prepare briefing notes for OSC executives on relevant topics on a timely basis.
Remain aware of relevant developments in other jurisdictions and identify potential opportunities for the OSC to leverage the work of other organizations in identifying and monitoring systemic risk.
Maintain collaborative relationships with other stakeholders (e.g. SR0s Provincial securities regulators Federal Department of Finance and Bank of Canada)
What you bring :
Undergraduate degree (at minimum) in a related field.
35 years research experience
Canadian Securities Course
In depth knowledge of the structure and functioning of securities markets.
Knowledge of public policy analysis would be an asset
Proven quantitative and analytical research capabilities including producible research papers
Broad financial industry experience and an understanding of how the market functions.
Deep understanding of the markets structure and how that is related to the regulatory environment
Experience constructing and analyzing large datasets
An understanding of emerging issues in the industry and how they may impact the OSC s ability to fulfil its mandate
Knowledge of approaches to financial services regulation
Leading multidisciplinary teams
Understanding of the role played by the OSC and the CSA.
The ability to identify and evaluate the transmission mechanisms through which regulatory changes affect the market and market participants.
An ability to proactively identify issues that are relevant to the OSC
An understanding of the use of economic and impact analysis in a regulatory setting.
Ability to review market structure changes (driven by regulation or commercial activities) and identify the potential impact on the OSCs ability to achieve its mandate
