JOB DESCRIPTION

The Senior Project Procurement Specialist is responsible for supporting key aspects of the procurement lifecycle, with a focus on modernizing facilities for the River Class Destroyer program. The role involves working closely with the Infrastructure Project Team.

RESPONSIBILITIES

1. Project Procurement / Contracting activities:
   • Develop and implement sourcing strategies for complex infrastructure engineering and construction projects.
   • Analyze market and supply conditions such as availability, pricing, lead times, and capacity.
   • Identify commercial and contractual approaches to meet project objectives.
   • Develop and execute contracting plans.
2. Pre-contract award activities:
   • Develop contracting strategies and recommend procurement approaches.
   • Conduct supplier sourcing and qualification.
   • Manage RFX processes and evaluate proposals.
   • Analyze scope of supply, conduct risk assessments, and prepare for negotiations.
   • Secure approval for award recommendations.
3. Post-contract award management:
   • Execute procurement plans and coordinate with suppliers and subcontractors.
   • Lead negotiations and contract administration.
   • Manage supplier performance, including quality, cost, and delivery.
   • Identify and manage risks within the contract portfolio.
   • Monitor contract milestones and ensure compliance with policies.
   • Coordinate project schedules, budgets, and quality assurance with stakeholders.

QUALIFICATIONS

• Knowledge:
  • Bachelor's Degree in Business, Supply Chain, Law, Engineering, or equivalent experience.
  • Experience with complex contracting, preferably in construction or manufacturing.
  • Supply Chain certifications such as SCMP, MCIPS, or ISM are advantageous.
• Technical Skills:
  • Minimum of 5 years in Supply Chain or Contract Management.
