The City of Toronto's Policy, Planning, Finance & Administration (PPFA) Division is looking for an experienced, knowledgeable, and innovative Senior Project Manager Transformation to join their team.
In this role, you will support the Manager, Business Transformation & Change Management in coordinating change management and financial business process transformation activities, including supporting systems upgrades. You will work closely with the systems development project team, PPFA service areas, client divisions, and other stakeholders, including but not limited to other tasks and projects as deemed necessary to ensure effective service delivery to our clients in Infrastructure Services (IS) and Development and Growth Service (DGS) areas.
Major Responsibilities:
- Develop and implement detailed project plans to support the implementation of the new service delivery model transformation, applying strong project and change management principles.
- Manage assigned projects and staff, ensuring effective teamwork, high standards of work quality, organizational performance, continuous learning, and encouraging innovation in others.
- Monitor progress of assigned tasks to reduce risks and initiate timely corrective actions when required.
- Conduct research into leading corporate policies and practices, legislation, and initiatives by other levels of government.
- Develop project statements, detailed work plans, project charters, governance structures, schedules, budgets, and staff resource plans.
- Develop and implement a Divisional Project Management Framework based on the scope, size, and complexity of projects.
- Ensure a common methodology is applied to all related projects, including control procedures, change management, and quality assurance measures.
- Supervise the day-to-day operation of any assigned project staff, including scheduling, performance, and work review.
- Establish program goals and objectives, develop project control procedures, and quality assurance mechanisms.
- Establish effective working relationships with senior management, staff from other City divisions, and stakeholders. Collaborate and coordinate efforts with other City-wide projects and initiatives.
- Develop a divisional risk management plan and mitigation strategies.
- Provide advice and direction in business transformation, analysis, process design, improvement, and data management, utilizing agile, customer-centric, and collaborative design approaches.
- Manage staff teams in project design, planning, organization, and implementation. Resolve conflicts and mediate disagreements.
- Provide leadership on sub-projects related to implementation, risks, issues, and removing roadblocks.
- Liaise with stakeholders regarding labour relations matters related to project implementation and issue resolution.
- Oversee long-term staff accommodation planning to meet divisional needs and align with other reviews.
- Engage and consult with internal and external stakeholders, facilitating workgroup meetings for input.
- Participate in events hosted by partner divisions to promote awareness of the division's transformation.
- Prepare and present project progress reports to senior leaders, project directors, clients, stakeholders, and staff.
- Assist in preparing reports for Committee and Council.
- Develop and coordinate new Service Level Agreements, Project Charters, and other inter-divisional agreements with internal and external clients.
Key Qualifications:
- Extensive project management experience managing the full lifecycle of complex, large-scale projects.
- Experience managing business transformation projects and client journey mapping.
- Post-secondary degree in a relevant discipline, with extensive experience in large, complex organizations, or an equivalent combination of education and management experience.
- Significant experience leading change in public or large private organizations.
- Proven leadership in building and guiding high-performing, multidisciplinary teams.
- Excellent communication, presentation, negotiation, and influencing skills to secure buy-in on change initiatives.
- Ability to define program roadmaps aligned with strategic objectives and maintain productive relationships while exercising discretion and confidentiality.
- Strong planning and prioritization skills to meet tight deadlines.
- Knowledge of financial planning and accounting processes is an asset.
- Project Management Professional (PMP) Certification is an asset.
- Understanding of business transformation in the public sector is an asset.
