Job Description

Help make Toronto an even more Beautiful City. Reporting to the Chief Planner, the Senior Project Manager Special Initiatives will manage and facilitate the governance, planning, project management, financing and implementation of the Beautiful City Special Initiative, including advancing interdivisional design excellence initiatives City-wide.

The Senior Project Manager Special Initiatives will be the lead role to advance two key aspects of the Beautiful City initiative, focused on:

  • developing an internal governance model for oversight, leadership and coordination with respect to achieving design excellence in the public realm, including parks, public spaces and buildings;
  • undertaking an inventory and review of current procurement processes (e.g. Request For Proposals, design competitions) and identifying any changes, additional processes, and best practices that should be considered moving forward to advance design excellence in the public realm.

The Senior Project Manager Special Initiatives will also support partner City Divisions on other aspects of the Beautiful City initiative, including advancing best practices for the design and aesthetics of construction setups and take downs on City streets, reviewing City maintenance, service-level and operational practices for public realm; and reviewing and enhancing a “Toronto Clean and Beautiful” campaign to raise public awareness about enhancing the public realm.

Major Responsibilities:
  • Develops and implements detailed plans and programs and recommends actions to deliver City Planning’s role in the Beautiful City Initiative to advance design excellence initiatives City-wide.
  • Provides support to senior level staff, including administering executive level Steering Committees and Working Groups.
  • Develops and implements detailed research, analysis, reviews and work plans in order to recommend policies and actions regarding design excellence and the advancement of the Beautiful City initiative.
  • Ensures effective teamwork, high standards of work quality and organizational performance, supports continuous learning, encourages innovation and collaboration in others.
  • Plans, prioritizes and manages internal and external resources to meet program objectives.
  • Provides focused and proactive real-time strategic direction to serve City-wide interests and build on innovative initiatives.
  • Engages in major policy development, process reviews and/or planning initiatives, and provides ongoing advice to integrate into current City activities and practices.
  • Manages and leads the work of multi-disciplinary staff/teams, including the scheduling, assigning and reviewing of work.
  • Analyzes, advises and reports on matters related to issues and trends which impact the City.
  • Develops, recommends and administers the budget for Special Initiatives, studies and projects, and ensures that the expenditures are controlled and maintained within approved budget limitations.
  • Initiates, develops, manages and recommends projects, studies and innovative policies to guide the physical, environmental and social well-being of the City through an interdivisional lens to achieve design excellence City-wide.
  • Reviews and identifies best practices and potential changes to design procurement processes to promote design excellence.
  • Provides contract management for various services and products including but not limited to, RFQ/RFP, valuations of bids, recommendation of vendors, contract monitoring, communication with vendor, renewals, and problem solving.
  • Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations, and user groups.
  • Negotiates innovative solutions to complex challenges involving multiple stakeholders to achieve the City's design excellence objectives.
  • Leads stakeholder engagement with external stakeholders and the public, and with all levels of staff city-wide. D evelops communication materials and makes presentations. Manages website content and updates.
  • Advocates for the Division's values, principles and objectives in a variety of forums and effectively represents the City's interest to the public.
  • Establishes, maintains and develops open lines of communication and working relationships with o ther Divisions, Agencies, Boards and Commissions to ensure effective partnerships within the corporation.

Key Qualifications:

  • A strong commitment and understanding of the role and importance of beauty and design excellence to the success of cities.
  • A professional degree or masters degree in Urban Design, Architecture, Landscape Architecture, or Planning , or any equivalent combination of education and experience.
  • Considerable project management experience in delivering complex assignments involving multiple stakeholders from inception through to implementation with minimal direction while balancing political, community and stakeholder interests.
  • Considerable experience in research and analysis.
  • Experience with public procurement practices.
  • Experience motivating and influencing a team of professional staff to contribute to the work of the Chief Planner’s Office.
  • Strong knowledge of Urban Design principles.
  • Effective interpersonal, human relations and conflict resolution skills to maintain and develop solid internal and external relationships.
  • Highly developed communications skills to deliver and produce public presentations and reports to all levels of the organization, as well as elected officials, the media and the public.
  • Excellent organizational and administrative skills.
  • Knowledge of municipal planning, relevant legislation, and current regulations and evolving policy trends in the City.
  • Ability to both work well and collaboratively with, and manage people in a complex work environment, and to be able to work independently, and demonstrate initiative and creativity in problem solving.
  • Familiarity with government legislation in the area of occupational health and safety and other policies relevant to the position.
  • Experience working in both public and private sectors would be an asset.
