Job Description
Help make Toronto an even more Beautiful City. Reporting to the Chief Planner, the Senior Project Manager of Special Initiatives will manage and facilitate the governance, planning, project management, financing, and implementation of the Beautiful City Special Initiative, including advancing interdivisional design excellence initiatives city-wide.
The Senior Project Manager will lead efforts to:
- Develop an internal governance model for oversight, leadership, and coordination regarding design excellence in the public realm, including parks, public spaces, and buildings.
- Undertake an inventory and review of current procurement processes (e.g., RFPs, design competitions) and identify potential improvements, additional processes, and best practices to promote design excellence.
Additionally, the role involves supporting partner City Divisions on other aspects of the initiative, such as enhancing practices for construction setups and takedowns on City streets, reviewing maintenance and operational practices for the public realm, and promoting a 'Toronto Clean and Beautiful' campaign to raise public awareness.
Major Responsibilities:
- Develop and implement detailed plans and programs to advance City Planning’s role in the Beautiful City Initiative.
- Support senior staff by administering steering committees and working groups.
- Conduct research, analysis, and reviews to recommend policies and actions for design excellence.
- Ensure high-quality teamwork, standards, and organizational performance, fostering innovation and collaboration.
- Manage resources to meet program objectives.
- Provide strategic direction to serve city-wide interests and support innovative initiatives.
- Engage in policy development, process reviews, and planning initiatives, integrating them into city activities.
- Lead multidisciplinary teams, including scheduling, assigning, and reviewing work.
- Analyze trends and advise on issues impacting the city.
- Develop and manage budgets for initiatives, ensuring expenditures stay within limits.
- Manage projects, studies, and policies to enhance the city's physical, environmental, and social well-being through an interdivisional approach.
- Review procurement processes for best practices in design excellence.
- Manage contracts for services and products, including RFQ/RFP processes, vendor evaluations, and negotiations.
- Develop agreements with suppliers, contractors, and partners.
- Negotiate complex solutions involving multiple stakeholders to meet design excellence goals.
- Lead stakeholder engagement, including external and city-wide internal communication, presentations, and website updates.
- Represent the division’s values and objectives publicly and foster effective partnerships across divisions and agencies.
Key Qualifications:
- A strong commitment to the importance of beauty and design excellence in cities.
- A professional or master’s degree in Urban Design, Architecture, Landscape Architecture, Planning, or equivalent experience.
- Significant project management experience in delivering complex, multi-stakeholder projects from inception to implementation.
- Experience in research, analysis, and public procurement practices.
- Ability to motivate and influence professional staff and teams.
- Strong knowledge of Urban Design principles.
- Excellent interpersonal, conflict resolution, and relationship-building skills.
- Effective communication skills for public presentations, reports, and media interactions.
- Strong organizational and administrative skills.
- Knowledge of municipal planning, legislation, regulations, and policy trends.
- Ability to work collaboratively and independently, demonstrating initiative and creativity.
- Familiarity with occupational health and safety legislation and policies.
- Experience in both public and private sectors is an asset.
