Job summary

Starlight Investments, in conjunction with WP Osborne Executive Search, seeks a Senior Project Manager for the Capital Expenditures, Canadian Residential division to lead capital improvement projects across a portfolio of multi-residential properties in the Greater Vancouver Area.

Responsibilities include planning, implementing, and closing projects from design through occupancy, coordinating with asset management, consultants, contractors, and vendors to deliver on time and within budget;

Qualifications

  • 5+ years of project or construction management experience in multi-residential real estate.
  • Ability to read and understand architectural and building construction drawings.
  • Experience with leases, contracts, and construction practices.
  • Strong analytical, communication and problem-solving skills.

Starlight Investments, in conjunction with WP Osborne Executive Search, is seeking a Senior Project Manager to join their Capital Expenditures, Canadian Residential division.

Senior Project Manager, Capital Expenditures

The Senior Project Manager will lead the delivery of capital improvement projects across a portfolio of multi-residential properties in the Greater Vancouver Area. This role is responsible for managing projects from initial planning and design through construction, occupancy, and closeout, while partnering with internal stakeholders, consultants, contractors, and vendors to deliver high-quality results on time and within budget.

This is an exciting opportunity for a Project Manager with experience in construction, restoration, engineering, or renovation environments who enjoys managing complex projects, solving problems, and coordinating multiple stakeholders in a fast-paced setting.

Planning
  • Define project requirements—including scope, deliverables, budgets, schedules, milestones, priorities, quality standards, risks, and constraints in collaboration with Asset Management and key stakeholders.
  • Identify project risks, conduct feasibility assessments, and propose/implement mitigation and contingency strategies.
  • Ensure adherence to project qualification processes and governance requirements.
  • Confirm that engineering and design resources are available and capable of meeting stakeholder expectations.
  • Conduct pre-construction site walk-throughs with contractors.
  • Lead the tendering process, including bid analysis, sourcing, negotiation, and contract award recommendations.
Implementation
  • Oversee project execution, providing leadership and direction to meet milestones, schedules, and overall project objectives.
  • Ensure compliance with corporate governance, policies, procedures, and standards.
  • Evaluate and implement change requests, assessing impacts and securing necessary approvals.
  • Maintain consistent communication through meetings, reports, and documentation to keep stakeholders informed.
  • Manage project administration activities including document collection and coordination with project support staff to ensure accuracy, timeliness, and coordination of all relevant documentation.
  • Update project status, progress photos, and reporting on a weekly and monthly basis.
  • Review and approve contractor and vendor invoices.
  • Interpret and apply project-related documents such as contracts, leases, work letters, charters, surveys, and drawings.
Monitoring / Closing
  • Track project performance against approved budgets, timelines and objectives;
  • Reforecast budgets and schedules as required.
  • Report on project status, issues, resolutions, and variances while creating action plans to maintain alignment to project goals.
  • Continuously improve cost reduction initiatives.
  • Lead deficiency inspections, prepare detailed deficiency reports, and coordinate contractor resolution.
Qualifications

The successful candidate will possess a minimum of 5 years of project or construction management related to multi-residential real estate; knowledge of building systems and ability to read and understand architectural and building construction drawings; knowledge of MS project, leases, contracts and construction practices, as well as well-developed analytical, communication and problem-solving skills with the ability to think strategically to resolve issues. Frequent travel to various sites across Greater Vancouver is a requirement of the position, so a valid driver's license and a personal vehicle are required.

The compensation structure is comprised of a base salary that is market competitive and based on factors such as experience, education, designations, and skillset. It also includes a discretionary annual performance bonus tied to weighted performance targets and company performance, and company medical/dental benefits, healthcare spending accounts, a tiered employer matching group retirement savings plan and parking/Presto allowance.
