Responsibilities

BCFSA seeks to engage a Proponent to provide one (1) experienced Senior Project Manager.

Under the direction of the Project Management Office Director, the Senior Project Manager will be responsible for ensuring the quality and integrity of solution implementation, working effectively with business stakeholders, vendors, and implementation partners. The role requires adherence to project management best practices within an Agile-Waterfall hybrid approach.

Working collaboratively with the current project team, the Senior Project Manager’s services will include, but are not limited to:

1. Proactively leading the delivery of major projects involving overseeing sub-projects or multiple delivery components (e.g., governance, operations, technology implementation, change management), including project planning, execution, timing, scope management, functionality, quality, and cost, in accordance with project management standards and BCFSA’s PMO Framework.
2. Developing and defining project goals, objectives, and outcomes aligned with organizational direction.
3. Managing project budgets and financial resources, including cost estimation, tracking, and reporting.
4. Reviewing and approving project evaluations and post-implementation reviews, including implementing necessary business changes. Making recommendations for improvements based on expertise.
5. Participating in project portfolio management activities such as prioritization, resource allocation, and portfolio optimization to align with organizational priorities.
6. Interpreting policies and practices related to project management, providing expert advice and guidance to peers, supervisors, and senior staff.
7. Contributing to operational plans and reporting for program areas to support accountability and organizational values.

Perform risk management to minimize project risks.

Contributing to initiatives related to project management processes and methodologies, managing resistance to change, and facilitating adoption of new approaches.

Participating in the development of operational policies, procedures, performance standards, and service levels for continuous improvement.

Developing and maintaining collaborative relationships with stakeholders, establishing clear communication channels, and managing expectations.

Monitoring or managing vendor performance to ensure quality standards are met.

Overseeing Quality Assurance activities in operations and ongoing or new projects or initiatives may be required.

Requirements

• Bachelor’s degree in Computer Science, Engineering, Business, or an equivalent combination of relevant experience, education, and training.
• Project Management Certification from an industry-recognized body.
• At least seven (7) years of experience leading complex projects with budgets of at least $1 million, involving multiple components and stakeholders.
• Minimum five (5) years of experience leading technology implementation projects.
• Ability to manage complex relationships with internal and external stakeholders and vendors.
• Experience in writing business cases, briefing materials, RFPs, and estimates for decision-making support.
• Experience leading multidisciplinary teams in business transformation and process design to align systems with new processes.
• Experience with Agile-Waterfall Hybrid methodologies.
• Preference for candidates located in Metro Vancouver or nearby regions.
• Compensation: From CAD $70.00 to CAD $75.00 per hour.
