Job summary

The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Program Manager – Organizational Change & Transformation to lead a major organizational transformation from a project-based to a product-based operating model.

You will oversee change management, stakeholder engagement, governance, communications and adoption across executives, managers, staff, and ministry partners, ensuring alignment with enterprise objectives and frameworks.

Qualifications

• Proven experience leading complex organizational transformation and change programs.
• Strong knowledge of industry-standard change frameworks and methodologies.
• Experience with stakeholder analysis, change impact assessments, and readiness assessments.
• Demonstrated success in driving organizational adoption and culture change.
• Experience establishing change governance and performance measurement frameworks.
• Ability to identify risks and develop mitigation strategies in large programs.

Responsibilities

• Provide strategic leadership for the end-to-end organizational transformation program.
• Develop integrated transformation plans, roadmaps, milestones, risks and success measures.
• Establish governance structures and executive-focused reporting materials.
• Coordinate activities across business, technology, HR, communications and ministry partner workstreams.
• Lead change management and organizational readiness activities including readiness assessments.
• Design and implement change initiatives to support behavioral and cultural transformation.
• Develop readiness frameworks, assessment tools and adoption measures.
• Support training, onboarding and knowledge transfer during transition.
• Develop and execute comprehensive communications and stakeholder engagement strategies.
