We have an exciting opportunity in the Procurement and Category Management Department! The TTC currently has an opening for a Senior Procurement Specialist (Construction).
What You Will Do
In this role, the selected incumbent will coordinate and administer the day-to-day activities associated with bidding/contract pre-award and subsequent contract administration activities relating to complex, high value contracts involving construction, design/build requirements, engineering/architectural consultants, consistent with the TTC's procurement policy and departmental procedures and guidelines.
You will be liaising and providing guidance to end user customers and staff to co-ordinate procurement efforts and maintain schedule requirements
In your role, you will review, comment, and recommend revisions as appropriate on statements of work/scope of services/terms of reference/technical specifications
The incumbent of this role develops evaluation criteria, weighting, and submission requirements for use in evaluating proposals
This role will require you to perform market research through outreach to other public entities to ensure continued competitiveness for procurement calls utilizing best practices and process improvements
You will coordinate and chair procurement negotiation meetings for non-competitive and other negotiated contracts in addition to coordinating and chairing pre-bid meetings or site tours for bidders/proponents, kick-off meetings, debriefing meetings with unsuccessful bidders, and prepares and issues minutes of meetings
The selected candidate responds to complaints from suppliers and defends corporate position while facilitating consensus evaluation meetings with internal customer stakeholders, reads all proposals and documents the discussion and rationale for categories outlined as evaluation criteria for all submissions received in response to RFXs
You will be responsible for preparing, processing, coordinating and administering post-award contract activities.
Your role will include preparation of responses to and correspond with contractors and consultants regarding contractual and commercial matters.
The Senior Procurement Specialist will administer, process and complete work plans/assignment releases, payments, requests for quotes, contract amendments and change directives.
In this role, you will prepare and contribute to a variety of reports relating to procurement/contract administration progress, budget/project approvals, labour/material cost distribution, client requirements, or special reports for management.
And of course, you will be required to promote a respectful work and service environment that supports diversity, inclusion, and is free from harassment and discrimination. You will provide leadership in the development and implementation of inclusive and accessible policies, programs and/or services for employees and customers in accordance with TTC's commitments and obligations under the Ontario Human Rights Code (OHRC) and Related Orders, the Accessibility for Ontarians with Disabilities Act (AODA), and TTC's policies.
