Job summary

Marberg Staffing seeks a Senior Procurement Specialist for a provincial government client in downtown Toronto. The role is temporary, with an initial term ASAP to December 11, 2026, onsite at the client’s Toronto office.

You will lead procurement for diverse commodities and contracts, ensuring transparency, timeliness, and cost-effectiveness. You will develop plans, prepare tenders, negotiate terms, and manage contracts while ensuring compliance with Ontario public procurement policies.

Qualifications

  • Superior English communication skills, verbally and written.
  • At least 3+ years of relevant procurement experience.
  • Knowledge of public-sector procurement, transparency, and compliance.

Responsibilities

  • Plan and deliver procurement activities for a range of commodities, services, and contracts.
  • Develop procurement plans and strategies with internal clients.
  • Prepare tenders, RFPs, quotations, and proposal specifications.
  • Evaluate and award competitive procurement opportunities.
  • Negotiate pricing, terms, conditions, and scopes of work with suppliers.
  • Review and administer contracts, purchase orders, and change orders.
  • Monitor supplier performance and contractual compliance.
  • Provide procurement advice to stakeholders.
  • Monitor procurement trends and regulatory changes.
  • Support resolution of contractual issues and supplier disputes.

Job description

Senior Procurement Specialist for provincial government client, downtown Toronto.

Job Type: Temporary.

Existing Vacancy: Yes.

Initial Term: ASAP to December 11, 2026.

Target Compensation: From $45 to $55 per hour, with some additional flexibility according to experience.

Regular Work Hours: 7.25 hours per day not including .75 hour unpaid lunch break, to be worked during regular business hours, Monday to Friday (36.25 work hours per week).

Work Location: 100% onsite at client's downtown Toronto office.

Position Reports To: Purchasing Manager.

Responsibilities Summary

Plan and deliver procurement activities for diverse range of commodities, services, and contracts, working closely with internal stakeholders, suppliers, consultants, and contractors to ensure procurement activities are transparent, compliant, timely, and cost-effective.

  • Develop procurement plans and strategies in partnership with internal clients.
  • Determine the most appropriate procurement process based on project requirements, costs, timelines, and market conditions.
  • Prepare tenders, RFPs, quotations, and proposal specifications.
  • Evaluate and award competitive procurement opportunities.
  • Negotiate pricing, terms, conditions, and scopes of work with suppliers and contractors.
  • Review and administer contracts, purchase orders, and change orders.
  • Monitor supplier performance, financial requirements, and contractual compliance.
  • Provide procurement advice and guidance to stakeholders.
  • Monitor emerging procurement trends, technologies, economic conditions, and regulatory changes.
  • Support the resolution of contractual issues and supplier disputes.
  • Collaborate with colleagues to identify and resolve procurement challenges.
  • Additional procurement specialist responsibilities as required.
Qualifications

Education: University Degree in Supply Chain Management, Business, Commerce, Public Administration, or a related field.

Professional Credentials: SCMP, CPPB, CPPO or related designation from certified professional purchasing designation such as the Supply Chain Management Association or The National Institute of Government Purchasing Program through the Ontario Public Buyers Association, accredited or in progress.

Preferred Work Experience: At least 3+ years of relevant procurement experience.

Preferred Sector Experience: Previous complex procurement experience in large public or regulatory organization. Procurement experience in the Ontario public sector considered a strong asset.

Technical and Language Skills Requirements
  • Proficiency with standard MSOffice applications.
  • Demonstrated familiarity with online procurement portals.
  • Superior English communication skills, verbally and written, with excellent interpersonal and active listening skills to work with a wide variety of stakeholders.
Task -Based Qualifications and Additional Attributes
  • Demonstrated understanding of public-sector procurement, transparency, accountability, and compliance requirements. Strong commitment to compliance with procurement policies, operational guidelines and business processes governing public procurement in Ontario.
  • Knowledge of contract law, risk management, and competitive procurement processes.
  • Strong planning, project management and organizational skills in a fast paced and fluid environment with multiple conflicting priorities.
  • Highly adaptable, with demonstrated experiencing working in an environment with shifting priorities, and strong strategic thinking skills to anticipate workflow challenges and apply best practice solutions.
  • Detail oriented and accountable throughout full cycle of procurement projects, able to identify short and long term aims and risks and execute achievement of goals.
  • Exceptional communication and collaboration skills with both internal and external stakeholders, able to achieve common goals through problem solving skills.
  • Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
  • Demonstrated ability to work well both independently and collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.
Additional Requirements
  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work 100% onsite, abiding by organization health and safety policies.
  • Ability to provide 3 reasonably recent, qualified employment references upon request.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities prior to assignment start.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Satisfactory Background Checks, Technical and Interpersonal Skills Evaluations, and Employment References.
