5.1 SCOPE

The consultant must provide professional services to the DAIP/DPMC related to the management and resolution of privacy breach complaints.

A privacy breach involves improper or unauthorized collection, use, disclosure, retention or disposal of personal information. The associated TB Guidelines focus primarily on improper or unauthorized access to, or disclosure of, personal information as defined in the Privacy Act (PA).

A privacy breach may occur within an institution or off-site and may be the result of inadvertent errors or malicious actions by employees, third parties, partners in information-sharing agreements or intruders.
