Job summary

Carefor is seeking a Payroll Manager to lead bi-weekly payroll, ensure compliance with Collective Agreements and Ontario legislation, and standardize payroll practices. You will coach payroll staff, implement process improvements, and liaise with auditors and government agencies.

Qualifications

• Payroll Compliance Practitioner (PCP) designation is mandatory; Completion or advanced enrollment in a Certified Payroll Manager (CPM) program.
• Post-secondary degree/diploma in a business administration/payroll program
• Minimum of 7 years’ experience in a complex payroll environment for a large group of employees with multiple unions.
• Experience hiring, supervising, and coordinating payroll department staff.
• Advanced proficiency with payroll programs and applications; experience with Quadrant HRIS an asset.
• Advanced level proficiency in Microsoft Excel.
• Experience with Alayacare scheduling an asset
• In depth knowledge of Ontario Employment Standards, Labour Relations Act, and other applicable legislation.
• Demonstrated ability to handle confidential information and work under pressure.
• Strong verbal and written communication skills.
• Effective problem solving, analytical thinking and decision-making skills.
• Ability to manage multiple, time sensitive priorities
• Bilingualism is considered an asset

Responsibilities

• Oversee bi-weekly payroll functions to ensure pay is complete, accurate and issued per schedule.
• Manage and direct payroll staff including hiring, training, and performance appraisals.
• Ensure compliance to Collective Agreements and Carefor pay policies and practices.
• Oversee system configuration to ensure pay-up follows best practices and legislation in collaboration with HR, Finance, and pension administration.
• Develop and document operating policies, procedures, and standards for compliance across the organization.
• Develop and establish KPI metrics and periodic management reports
• Ensure appropriate payroll records are maintained; promote electronic records.
• Review and approve payroll reconciliations on a timely basis
• Establish and monitor processes to respond to employee inquiries; timely resolution of concerns.
• Lead standardization and payroll process improvement initiatives; act as SME in corporate projects.
• Support collective agreement negotiations with analysis and data
• Ensure OHSA compliance and alignment with Carefor policies and procedures.
• Promote professional development within the payroll team
